Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes only solicitation; quotes are being requested, and a written solicitation document will not be issued.

This solicitation is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01.

This solicitation is set aside for Small Businesses (SDVOSB).

Evaluation and Award Award will be based on a comparative evaluation of quotes per FAR 13.106-2(b)(3). Factors include: Price The government will award to the most advantageous response considering price and other factors. Quotes should contain your best terms and conditions.

Brand Name or Equal Offers of "equal" products must meet the salient physical characteristics specified in the solicitation, clearly identify the item by brand name, make or model number, include descriptive literature, and describe any modifications. The Contracting Officer will evaluate "equal" products based on information furnished by the offeror or identified in the offer.

Period of Performance Delivery is required by May 31, 2026.

Delivery or Deliverables Work at the government site shall not take place on Federal holidays or weekends unless directed by the Contracting Officer. The eleven federal holidays observed are: New Year’s Day, Martin Luther King, Jr. Day, Washington’s Birthday, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, Christmas Day, and any other day declared by the President.

Special Considerations The contractor shall not be entitled to payment unless the equipment is installed, confirmed working, and training completed. Upon installation completion, one good faith payment shall be received.

Contractor Responsibilities All information and data related to this project shall be protected from unauthorized release and considered property of the government. The contractor shall not create or maintain records containing non-public VHA information unless authorized. Records must be managed in accordance with applicable laws and regulations, including the Federal Records Act and NARA policies. Unauthorized destruction or removal of records is prohibited and subject to penalties.

Rights and Ownership The VA owns all data and records produced under this contract. Deliverables are the property of the U.S. Government with unlimited rights to use, dispose of, or disclose. The contractor shall include this clause in all subcontracts and obtain approval before engaging subcontractors that will handle sensitive information.

Salient Characteristics The disposable curtains must be available in the Rapid Refresh pattern and color Fall. The curtains must come with the Time Strip Time Monitoring System. The units must snap together. The privacy curtain installation kit must have a patented release mechanism for quick changes without tools or ladders. Height of installation kit: 24.5 inches to accommodate 9-foot ceiling height.
