DESCRIPTION OF ACTION:The Department of the Interior, Bureau of Reclamation, Interior Region 8: Lower Colorado Basin, Hoover Dam intends to award a firm fixed price purchase order under the authority of 6.103-1(b) One responsible source. Agencies may contract without providing for full and open competition when the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements.2. DESCRIPTION OF REQUIREMENT:Hoover Dam has a requirement for 30 customized revenue meters to bill the Western Area Power Administration (WAPA) for electricity. The Government intends to award this purchase order to Schweitzer Engineering Laboratories (SEL), located at 2350 NE Hopkins Court, Pullman, WA 99163.Please see attached specifications for further information.3. SUBMISSION OF CAPABILITY STATEMENTSThis notice of intent is not a request for competitive proposals, and no solicitation document exists for the requirement.Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail and with convincing evidence that clearly demonstrates the capability to meet the requirement. All capability statements received by the due date of this notice will be considered by the Government.A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source procurement.Capability statements are due on April 27, 2026 by 10:00 AM Pacific Time.
