Description
The required service is the replacement of in-ground fiber optics cable on Douthit Gunnery Range on Fort Riley Kansas. This service includes the digging of trenches to reach the fiber optic cable, the removal of the old fiber optic cable, the installation of new fiber optic cable to replace the old fiber optics, and the backfilling of the excavated area. Fiber optic cable is located at a depth of between 4 and 6 feet. Work will be performed at two locations on Douthit, shown in attachment ‘Douthit Gunnery Fiber Optics Work Map’. The first location has approximately 80 meters of Fiber Optics to be dug. The second location has approximately 70 meters of Fiber Optics. The second location also requires the repair of a junction block and replacement of the ‘fan-out kit’ therein; Pictures can be found in attachment ‘Douthit Fiber Optic Repair – Pictures’
Solicitation Period of Performance covers the training season for Douthit Gunnery Complex. Service performance will be scheduled with the successful contractor to occur during a time when the Gunnery Complex is not in use. Start of Service Performance may be required immediately on Period of Performance start date (May 11, 2026).
Contractor offers will be evaluated on a Trade-off Best-Value basis - The U.S. Government will award to the contractor offering a quote which presents the Best value of trade-off between Price, Technical Acceptability, and Scheduling Ability. When combined, all non-price factors are considered equally important to price. The resultant contract will be structured as a Firm-Fixed-Price, non-severable contract. Payment for services will occur after all required services have been completed.

In the 'Further Contractor Comments' section of document 'Douthit Fiber Optic Repar - Salient Characteristics', Offerors must detail both their ability to perform work immediately upon start of Contract Period of Performance and the amount of time the contractor will require the range to be not in use for them to completely perform the work. Offerors who fail to completely fill out, sign, and submit both of these documents will not be considered for award. Offerors are encouraged to also submit any documents they feel describe their work capabilities, scheduling timelines, past performance, and pricing structures.
