Description

This is a combined synopsis/solicitation for commercial services, prepared in accordance with the format outlined in FAR Subpart 12.6 and supplemented by the information contained in this notice. This announcement serves as the only solicitation; quotations are hereby requested, and no separate written solicitation will be issued.

Fort Carson intends to award a Firm‑Fixed‑Price (FFP) service contract to Provide training for ten personnel on the Critical Infrastructure Targeting Training scope of practice and the critical skills outlined in Annex A of the 1st Special Forces Command (1SFC) J4 Additional Skill Identifier (ASI) credentialing procedures. The Course of Instruction (COI) will cover the full range of competencies associated with critical infrastructure targeting, including infrastructure assessment and analysis, CARVER (Criticality, Accessibility, Recuperability, Vulnerability, Effect, Recognizability) methodology, the joint targeting process, planning considerations for operations in denied environments, interagency coordination procedures, and the preparation of Intelligence Information Reports. The desired outcome is for all participating operators to demonstrate proficiency in the skills and knowledge areas identified in Annex A of the 1SFC J4 ASI credentialing procedures, as established in 1SFC Policy 011-23 and 1SFC Regulation 350-1.

This will be awarded as a 100% small business set-aside.

This solicitation will close at 10:00 AM MDT on 24 April 2026.

Contractor personnel performing work under this contract must have an active personnel security clearance at the TOP SECRET level in the Joint Personnel Adjudication System (JPAS) at time of the proposal submission and must maintain the level of security required for the life of the contract.

This acquisition requires training and performance locally within 100 miles of Fort Carson, CO. The classroom portion of training performed under this contract will be conducted within 10 miles of Fort Carson at a suitable location. Practical exercises will be conducted in the Colorado Springs, Denver, and Pueblo areas primarily, and will be conducted at contractor’s pre-planned infrastructure locations within 100 miles of Fort Carson.

Contractor will be responsible for their own travel arrangements and expenses to and from Fort Carson, Colorado, and travel in and around the area to include on-post and off-post.  The Contractor is also responsible for their own lodging, meals, and per-diem.
