Five-Year Maintenance and Inspection of Passenger Rail Tracks at Rochester and Buffalo Stations

This opportunity seeks qualified contractors for a five-year contract to maintain and inspect passenger rail tracks at two key New York stations. - Government Buyer: - New York State Department of Transportation (NYSDOT), Region 4 - Locations: - Louis M. Slaughter Station, 320 Central Avenue, Rochester, NY 14605 - Buffalo Exchange Street Station, 75 Exchange St, Buffalo, NY 14203 - Scope of Work: - Perform all Federal Railroad Administration (FRA) required inspections, record keeping, and maintenance in accordance with FRA regulations - Maintain and repair specific siding tracks, signals, platforms, and crossings at both stations - Coordinate with CSX Transportation and Amtrak for property access, flagging, and safety requirements - Provide qualified personnel (Track Inspectors, Foremen, and Workers) who meet 49 CFR Part 213.7 and 214 requirements, including Roadway Worker Protection training and drug/alcohol testing - Comply with FRA Track Safety Standards and Amtrak track standards - Identify and remediate substandard track conditions - Products/Services Requested: - Baseline initial track inspections (one per location) - FRA-required track inspections, CWR compliance, record keeping & reporting (520 per location) - Special internal rail inspections (5 per location) - Routine maintenance (monthly, 60 per location) - Major maintenance: replace rail spikes, anchors, rails, ties; install ballast; de-stress and align rail; reset anchors - Snow removal, vegetation control, trash and debris removal - Railroad property access permits and flagging (CSXT and Amtrak) - Contingency work (time and materials) - Unique Requirements: - Annual safety training per railroad - MWBE goals: MBE 3%, WBE 1%; SDVOB goal: 0% - All contractors/subcontractors must be registered with NYS Department of Labor for public work - Estimated direct cost for permits: $22,600 - OEMs and Vendors: - No specific OEMs or vendors are named; opportunity is open to qualified service providers - Potential Competitors: - Firms specializing in railroad track inspection and maintenance, with experience in FRA and Amtrak standards
