The U.S. Department of State, through the U.S. Embassy London, is seeking a commercial heating contractor to replace two gas boilers at the U.S. Consulate General Edinburgh. - Government Buyer: - U.S. Department of State - U.S. Embassy London - U.S. Consulate General Edinburgh - OEMs and Vendors: - No specific OEMs mandated, but examples of acceptable UK-recognized manufacturers include Hamworthy, Vaillant, and Worcester-Bosch - Boilers must be sourced from a UK-established manufacturer with a UK representative - Products/Services Requested: - Two new identical wall-hung condensing modular gas boilers - Must have master-slave configuration - Stainless steel or superior heat exchanger - 94% gross seasonal efficiency - Noise level not exceeding 65 dba - Built-in control platform - Compatible with natural gas - Compliant with British and U.S. regulations - Two vertical flue systems (one per boiler), compliant with UK and U.S. regulations - All necessary heating system components (pumps, strainers, filters, valves, headers, pipes, safety relief valves, gauges, sensors, actuators, switches, panels, and pipe modifications) - Complete boiler replacement service, including: - Surveying, removal of existing boilers, installation, commissioning - Flushing and chemical cleaning of the heating system (BSRIA BG29 2021) - Labeling of all elements with machine-printed labels - Provision of all required documentation (Gas Safe Certificate, commissioning checklist, electrical certificates, operation and maintenance manuals) - Unique/Notable Requirements: - Boilers must match the capacity of the existing units - Flue length and position must comply with both local and U.S. gas regulations, including a minimum 5-meter clearance from AHU intake louvre - Contractor must provide all labor, materials, equipment, and documentation - All work must be completed within a 28-day contract period, with on-site work limited to 14 days - Payment is firm fixed price, upon completion of services
Description
The U.S. Embassy London requires an experienced commercial heating contractor to replace two gas boilers at the U.S. Consulate General in Edinburgh with new to match in capacity from a UK recognized manufacturer with a representative in the UK, to ensure the flues length and position comply with both local and US gas regulations, and to undertake all the associated work and provide the required documentation as described in the Statement of Work.The Contractor shall provide all necessary managerial, administrative and direct labor personnel, and as well as all necessary transportation, equipment, tools,repair parts, supplies and materials required to perform the work.
An award will be made to the lowest priced, technically acceptable offeror who is a responsible Contractor. The Government may award a Purchase Order / Contract based on an initial offer without discussion. Any awards made are firm fixed price type agreements and payments for services will be made after the services based on quantities and unit prices only to the extent specifically provided in the contract. Contractors should submit invoices for payment after full completion of the services. Payment is made by electronic funds transfer to contractor’s bank account.
