The Department of Veterans Affairs, Veterans Health Administration (VHA), National Center for Collaborative Healthcare Innovation (NCCHI) is seeking a contractor to provide a digital health system for vascular ulcer care. - Government Buyer: - Department of Veterans Affairs (VA) - Veterans Health Administration (VHA) - National Center for Collaborative Healthcare Innovation (NCCHI) - Technology Acquisition Center NJ (contracting office) - Products/Services Requested: - Digital health platform for vascular ulcer care, supporting up to 2000 patients at Minneapolis VA Health Care System or VA Palo Alto Healthcare System - Includes software installation, data migration, testing, deployment, training, maintenance, and technical support - Must be FedRAMP authorized, HIPAA compliant, and hosted on VHA GovCloud - Features: standardized care protocols, patient management, clinical outcome tracking, mobile/web applications for patients, practitioners, and leadership - Project management and reporting services: - Project management plan, monthly progress reports, privacy & HIPAA training, technical kickoff meeting - Needs assessment, stakeholder engagement, care pathway assessment, and protocol development - System design documentation, change/configuration management, service level agreement (99.9% uptime, max 8 hours unplanned downtime/year) - Test and evaluation support, training materials, operations support and maintenance (24/7 help desk) - Pilot results reporting, security and FedRAMP authorization deliverables - AI compliance documentation, monitoring, and change disclosure - Contractor staff roster and security documentation - Unique/Notable Requirements: - Platform must be FedRAMP authorized and HIPAA compliant - Hosted on VHA GovCloud - Must provide documentation and attestation for trustworthy, secure, and unbiased AI use - Compliance with VA AI requirements, including monitoring and reporting of AI outputs - 24/7 help desk support and strict service level agreement - No specific OEMs or vendors are named in the solicitation - Place of Performance: - Minneapolis VA Health Care System (Minneapolis, MN) - VA Palo Alto Healthcare System (Palo Alto, CA) - Contracting office: VA Technology Acquisition Center NJ (Eatontown, NJ)
