The USDA Agricultural Research Service (ARS) is seeking small business contractors to perform comprehensive fire system upgrades at the National Center for Cool and Cold Water Aquaculture (NCCCWA) in Kearneysville, WV. - Government Buyer: - United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Acquisition and Property Division (APD) - National Center for Cool and Cold Water Aquaculture (NCCCWA) - Scope of Work: - Upgrades to fire alarm and sprinkler systems across multiple buildings (Main Office/Lab, Tank/Aquaria, Broodstock, and penthouses) - Demolition and removal of existing fire alarm control panels, fire pumps, jockey pumps, and sprinkler system components - Installation of new fire alarm control panels, addressable fire alarm systems, initiating devices (manual pull stations, smoke detectors), notification appliances (horns, strobes), and digital alarm communicator transmitters - Installation and modification of wet and dry pipe sprinkler systems, fire pumps (500 gpm, 65 psi), jockey pumps, controllers, and associated electrical distribution - Firestopping, painting, and coatings for compliance and durability - Key Products and Equipment: - Fire alarm control panels and addressable modules - Fire pump controllers (2 units, 30 HP, 460V) - Jockey pump controller (1 unit) - Quick response sprinklers, black steel sprinkler pipe, zone control assemblies, backflow preventers, valves, and fire department connections - Electrical panels, circuit breakers, and motor controllers - Services Requested: - Demolition, installation, and commissioning of fire protection systems - Safety and quality control program management (including Accident Prevention Plan and Quality Control Plan) - Training for government personnel on operation and maintenance of new systems - Continuous fire watch during outages and coordination with the Contracting Officer Representative - Unique Requirements: - Compliance with NFPA 13 and NFPA 72 (2025 Editions), ARS 242.1 2024 Edition, and Davis-Bacon Act wage determinations - Strict adherence to USDA security, safety, and biosecurity protocols - Detailed technical submittals, quality control, and past performance documentation - Project is a total small business set-aside under NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors) - Period of Performance: - Contractor must begin within 10 days of award and complete work within 240 calendar days - Mobilization within 60 days of award; one-year warranty after final acceptance - Locations: - All work performed at the National Center for Cool and Cold Water Aquaculture, 11861 Leetown Road, Kearneysville, WV 25430 - Contracting offices in Beltsville, MD and McLean, VA - OEMs and Vendors: - No specific OEMs or proprietary brands are named; open to compliant commercial fire protection equipment - Notable Requirements: - Contractor must provide experienced personnel, coordinate outages, and maintain continuous fire watch during system downtime - All work must be code-compliant and documented for government acceptance
