This opportunity involves the replacement of an existing Carrier air handler unit at Travis Air Force Base Starbucks (Building 650): - Government Buyer: - U.S. Air Force, Air Mobility Command - 60th Civil Engineer Squadron (60 CES) - Procurement managed by 60 CONS LGC office at Travis AFB, California - OEMs and Vendors: - Carrier (existing air handler unit to be replaced) - Johnson Controls (existing EMCS system for integration) - Products/Services Requested: - Removal of old Carrier air handler unit - Installation of new air handling unit (AHU) with approximately 3,500 CFM capacity - Demolition and retrofit of ductwork, piping, wiring, and drop ceiling - Integration of new AHU with Johnson Controls EMCS (Energy Management Control System) - Startup, operational testing, and airflow balancing - Site restoration and debris removal - All labor, equipment, tools, materials, and supervision required - Unique/Notable Requirements: - Integration with Johnson Controls EMCS is mandatory - Contractor must comply with federal and local codes, safety and security protocols, and base access requirements - One-year warranty from government acceptance - Coordination with facility management and periodic work clearance renewals required - Confined space permits and after-hours work may be necessary

Description

1. This pre-solicitation notice is in accordance with FAR 5.101(c). This is not a Request for Quotation (RFQ), a Request for Proposal (RFP), or an Invitation for Bid (IFB). The Government is not soliciting quotes or proposals at this time.

2. Description:

The 60th Civil Engineer Squadron (CES) at TAFB requires a HVAC Air Handler Replacement. The contractor shall provide all labor, equipment, tools, material, supervision, and any other items necessary to properly remove and replace old Carrier air handler unit with a new AHU unit with estimated 3,500CFM capacity to meet the heat/cool load requirements desired.

3. Procedures for Award:

The Government intends to issue a Request for Quotation (RFQ) and award a firm-fixed-price Purchase Order. The award basis is anticipated to include Past performance and Price. The Government anticipate to award on or about 02 May 2026.
