The Air Force Test Center Contracting Directorate (AFTC/PZZF) at Edwards Air Force Base, under the Department of the Air Force, intends to award a sole source, firm-fixed price contract for a specialized software upgrade: - Government Buyer: - Department of the Air Force, Air Force Test Center (AFTC), AFTC/PZZF, Edwards AFB, CA - OEM and Vendor: - Curtiss-Wright DS, Inc. Description

This is a presolicitation notice; this is not a solicitation for a Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that AFTC/PZZF will take procurement action in the matter. No reimbursement will be made for any costs associated with providing information in response to this posting or any follow-up information requests.

The purpose of this notification is to inform industry of the USAF’s intent of contract action and possibly gain knowledge of other potentially qualified sources and their size classifications (small business, large business, etc.) please do not request a copy of solicitation, as one does not exist.

The AFTC Contracting Directorate (AFTC/PZZF), Edwards AFB intends to issue a sole source, Firm-Fixed Price Contract under the authority of 10 U.S.C. 3204(a)(1) as implemented by RFO 6.103-1, to Curtiss-Wright DS, Inc 2 Highwood Dr., Suite 200 Tewksbury, MA, 01876-1100.

The applicable NAICS is 513210; Software Publishers, with a size standard of $47M.

The following is a brief description of the acquisition requirements:

1. BOSS software upgrade for Appendix Z messages

There are no solicitation documents; however, any vendors that believe they can meet the requirements described should submit a complete technical package, which provides clear and convincing evidence that they can meet the Government’s requirement. The response should include any special requirements for a commercial contract (i.e. Commercial Financing, Warranty Provisions, Delivery Information, etc.).

All information furnished shall be in writing and must contain sufficient detail to allow the government representative to evaluate and determine if it can meet the requirement.

The Air Force Test Center has appointed an Ombudsman to consider, and facilitate, the resolution of concerns from offerors, potential offerors, and others for this acquisition. Concerned parties should address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution prior to consulting the Ombudsman. Additionally, Department of the Air Force Federal Acquisition Regulation (DAFFARS) 5352.201-9101 – Ombudsman, will be included in any potential solicitation and contract for this acquisition.
