Sole Source Procurement of Kodak Motion Picture Film Stock for Library of Congress Preservation

The Library of Congress is planning a sole-source procurement for Kodak motion picture laboratory film stock to support its Film Preservation Laboratory at the NAVCC Packard Campus. - Sole-source contract intended for Eastman Kodak Co as the only OEM capable of meeting requirements - Products include 35mm black & white and color film stocks in 2000' rolls: - Black & White fine grain print (2302) - Black & White duplicating negative (2234) - Black & White fine grain master stock (2366) - Color print (2383) - Color Intermediate (2242) - No specific quantities are listed in the notice - Period of performance is two years (June 1, 2026 – May 31, 2028), with prior notice mentioning a base year plus one option year - Interested parties may submit evidence of capability if they can meet the requirement - Delivery and performance are for the Library of Congress, primarily at the NAVCC Packard Campus, Film Preservation Laboratory in Washington, DC - Justification is based on Kodak's unique product characteristics essential for film preservation

Description

This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 – Synopsis of Proposed Contract Actions.

The Library of Congress’ Contracts and Grants Directorate intends to award a sole-source contract, to Eastman Kodak Co, for the procurement of Kodak filmstock.  See attached J&A for additional information. The period of performance will be twelve months with the option for an additional 12 months.

This is not a request for quotes or proposals.  Interested parties that believe they could satisfy the requirements may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice.  Responses to this notice should demonstrate evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission of the Library of Congress. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
