Sole Source Procurement of ORWO 35mm Black and White Film Stock for Library of Congress Preservation

The Library of Congress is planning a sole-source procurement for specialized black and white 35mm motion picture laboratory film stock from Original Wolfen (ORWO) to support its film preservation efforts. - Procurement is for three types of 35mm black and white film stock: - Fine grain print stock (PF2 v.3, 2000' roll) - Duplicating negative film stock (DN21, 2000' roll) - Master positive film stock (DP31, 2000' roll) - ORWO is identified as one of only two global manufacturers of these specific film stocks, and is the sole-source vendor for this requirement - The contract period of performance is two years, from June 1, 2026, through May 31, 2028 - No specific quantities or part numbers are provided in the notice - The procurement supports the Library's RCS, NAVCC Packard Campus, Film Preservation Laboratory - Interested parties may submit capability statements if they can meet the requirement - The place of performance and delivery is the Library of Congress, including the RCS, NAVCC Packard Campus, Film Preservation Laboratory in Washington, DC

Description

This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 – Synopsis of Proposed Contract Actions.

The Library of Congress’ Contracts and Grants Directorate intends to award a sole-source contract, to Original Wolfen, for the procurement of ORWO filmstock. See attached J&A for additional information. The period of performance will be twelve months with the option for an additional 12 months.

This is not a request for quotes or proposals.  Interested parties that believe they could satisfy the requirements may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice.  Responses to this notice should demonstrate evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission of the Library of Congress. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
