This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Request for Quotations number is 70Z08526Q024372 and is issued as a request for quotations (RFQ). This announcement constitutes only solicitation; quotations are being requested, and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-65 dated January 29, 2013. The NAICS Code is 336611. The small business size standard is 1250. This is a totally small business set aside. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. All responses from interested vendors must be received on/before 0800 Pacific Time, April 30th, 2026, and will be reviewed by the Government.

Scope of Work

CGC Healy Port & Starboard Miranda Davit Inspect and Repair 1. Scope 1.1 Intent: This work item describes the requirements for the Contractor to inspect, test and conduct corrective maintenance for the Port and STBD Miranda Davits. 1.2 Evaluation Criteria: contractor will be evaluated based on the following criteria: cost, technical expertise and past performances relating to the Miranda Davit. 1.3 Solicitation requirements: Contractor must submit a resume and a list of applicable past performances to the contracting officer (KO) before the solicitation period ends. 1.4 Government-furnished property: None

2. References 2.1 For any listed references to be distributed, the contractor must be registered in the Joint Certification Program (JCP) through Defense Logistics Agency (DLA) and provide your JCP number and expiration date to the listed point of contact (POC) for this work. 3. Requirements 3.1 General: Planned Period of Performance: 30 Apr – 8 May 2026 Location: Vigor Drydock, 5555 N Channel Ave, Portland, OR 97217

3.1.2 Technical Representative The Contractor must provide the services of a certified Tech Rep from Palfinger Marine to accomplish the following tasks on site: Provide manufacturer's proprietary information, software, and tools pertinent to the equipment/system. Assist with proper repair methods, and ensure compliance with manufacturer's procedures and standards during disassembly, inspection, repair, modification, calibration, and reassembly of the equipment/system. 3.1.2.1 The Technical Representative must be present for all critical phases of the work such as operational and load testing, disassembly and reassembly stages for removal, inspection, renewing or repairing, installing, testing and calibrating each davit's components.

3.1.3 Protective measures The Contractor must furnish and install suitable covering to seal off and protect all non-affected surfaces/equipment and spaces in the vicinity of the work area against contamination during the performance of work. Upon completion of work, remove protective material and inspect for the presence of contamination. Clean all equipment and spaces, contaminated due to improper protection, to original condition of cleanliness.

3.1.4 Interferences The Contractor must handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences).

3.1.5 Tools and Materials The Contractor is responsible for providing all tools and materials including eight testing equipment like dynameter, and water bags.
