Description

SOLE SOURCE NOTICE

Department of Veteran Affairs (VA) Network Contracting Office 21 (NCO 21) hereby gives notice of the Government’s intent to negotiate a sole source, Firm‑Fixed‑Priced Purchase Order with only one source, Carefusion Solutions, LLC.

The procurement is for the VA Central California Health Care System (VACCHCS), Fresno VA Medical Center, which is requesting to procure BD CATO Subscription & IV Prep Support. The Fresno VA Medical Center (VACCHCS), Engineering (138), requires annual BD CATO software subscription support and BD IV Prep gravimetric pack support to sustain medication preparation workflows and ensure reliable pharmacy operations. The existing BD IV Prep support contract is due to expire on May 31, 2026. This request initiates a new 12-month contract to begin immediately after the current contract expires. This procurement is limited to 1 year because the vendor can only extend support for the current BD hardware for an additional 12 months beyond the expiration of the current contract. This action is for supplies/services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106‑1(b)(1)(i) or FAR 13.501(a)(1)(ii) (as applicable) and 41 USC §1901, where only one source is reasonably available. Only one vendor is capable of responding due to the unique or specialized nature of the requirement. It is the Government’s belief that the proposed contractor is the only provider capable of supplying  this brand with all required components, compatibility, and OEM specifications necessary to meet the agency’s needs.

The applicable North American Industry Classification System (NAICS) code is 541519 – Other Computer Related Services, $34 million Size Standard and the Product Service Code (PSC) is 6515.

This Notice of Intent is not a request for competitive quotes. Telephone requests will not be accepted.

However, any business that believes it can provide BD CATO Subscription & IV Prep Support may submit a written capability statement to Janetra.Johnson@va.gov and Edward.Hunter@va.gov no later than 4/22/2026, 12PM PST. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the stated requirements. Responses will be evaluated; however, a determination by the Government not to compete the proposed acquisition based on responses to this notice is solely within the discretion of the Government.

THIS NOTICE DOES NOT COMMIT THE GOVERNMENT TO CONTRACT FOR ANY SUPPLY OR SERVICE. THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COSTS INCURRED IN RESPONSE TO THIS NOTICE.
