Description
Purpose: This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement has no set-aside restrictions. The North American Industry Classification System (NAICS) code for this procurement is 541512.
The solicitation document, the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01, Effective 3/13/2026.
This is a Non-Competitive (Notice of lntent) combined Synopsis Solicitation to Award a Contract or Purchase Order without providing for full or open competition (including Brand-Name).
This sole source is being conducted pursuant to the authority of 10 U.S.C. 3204(a)(l) or 41 U.S.C. 3304(a)(l), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Description of Requirement: The Government anticipates award ofa firm-fixed-price delivery order for this requirement. The Centers for Medicare and Medicaid Services (CMS) intends to negotiate with National Student Clearinghouse on a sole source basis. All proposals must submit a Performance Work Statement (PWS).
The period of performance of this contract is estimated for one base year and two option years: Base Period: May 14, 2026 - May 13, 2027. Option Period 1: May 14, 2027 - May 13, 2028. Option Period 2: May 14, 2028 - May 13, 2029.

Complete proposals/quotes shall be submitted electronically no later than 10:00 A.M. ET on May 4, 2026 to the Contract Contracting Officer, Aaron Blackshire (Aaron.Blackshire@cms.hhs.gov). An offeror's initial proposal should contain the offeror's best terms from a price and technical standpoint. The Government reserves the right to conduct exchanges with offerors if the Contracting Officer determines them to be necessary.
