INTENT: CGC HARRIET LANE is requesting SERVICES to conduct HULL CLEANING
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information in this notice. This solicitation is issued as a Request for Quote Number 52000QR260024376 USCGC HARRIET LANE HULL CLEANING.
This procurement will be processed in accordance with FAR Part 12.
The North American Industry Classification System (NAICS) is 336611 - Ship Building and Repairing. This is a total small business set-aside; all responsible small business sources may submit proposals that will be considered. This synopsis/solicitation is issued pursuant to FAR 13.106-1(b), and the resultant purchase order will be awarded on a firm-fixed price basis using simplified acquisition procedures in accordance with FAR 13.
Request for Pricing The United States Coast Guard Surface Force Logistics Center requests the contractors to provide pricing for the following requirement:
Scope of Work (SOW) For services to USCGC HARRIET LANE HULL CLEANING.
1. Background and Current Observed Issues CGC HARRIET LANE is requesting services to conduct hull cleaning. This is an annual service to prevent excessive growth on the hull, sea chest, appendages, and running gears. Without regular maintenance, marine fouling overgrowth could negatively impact ship operation and speed.
Ship Characteristics: Length Overall: 270’0” Molded Beam: 38’0” Full load Displacement: 1,902.2 long tons Draft: 14’3” Propellers: (2) 9’ diameter controllable pitch, 4 blades each

Proposal Submission: Interested vendors shall provide product/service details, Product Data Sheet, and a cost breakdown in accordance with the SOW for technical review. Vendors must include a detailed cost breakdown with all specifications for review by a technical representative. Note: The USCG/Government reserves the right to award on an all-or-none basis, meaning the purchase order may be issued to the offeror with the lowest total price rather than individual items.
Evaluation Criteria: Evaluation will be based on the criteria outlined in FAR 52.212-2, considering price, technical capability, past performance, and other factors. Vendors must provide warranty information and be registered in www.sam.gov.
