Description

SOLE SOURCE CHARM SCIENCES The United States Departments of Agriculture (USDA), Agricultural Marketing Service (AMS), Federal Grain Inspection Service (FGIS), has an annual requirement for an estimated 25,000 quantitative mycotoxin tests for the determination of Aflatoxin, Deoxynivalenol (DON), Fumonisin, and Zearalenone. These mycotoxins are naturally occurring and produced by various mold species, each with unique growth conditions affecting specific grains and commodities. According to 7 CFR § 800.15(b)(1)(ii), “... corn, as defined in § 810.401, exported from the United States tested for aflatoxin contamination unless the buyer and seller agree not to have the corn tested.” This Statement of Work includes test kits for the four aforementioned mycotoxins. Submissions should include only one test kit per submission. If submitting three test kits for consideration, then three separate submissions are required. Each test kit will be evaluated based on specific requirements related to the mycotoxin type. The contract will be awarded based on the best overall value, considering cost, test kit performance, testing platform compatibility, equipment requirements, and total commodities tested (including required and additional tests). Contractor Requirements: Provide a quantitative water-based extraction test kit capable of analyzing total aflatoxin (B1, B2, G1, G2) in corn, with a minimum testing range of 5 ppb to 300 ppb. Provide a quantitative water-based extraction test kit capable of analyzing DON in corn and wheat, with a minimum testing range of 0.5 ppm to 30 ppm. Provide a quantitative water-based extraction test kit capable of analyzing Fumonisin (sum of B1, B2, B3) with a minimum testing range of 0.5 ppm to 30 ppm. Provide a quantitative water-based extraction test kit capable of analyzing Zearalenone in corn, with a minimum testing range of 100 ppb to 1000 ppb. Additional Requirements: Include a list of equipment, accessories, and supplies required for the test kits. Provide all non-disposable items (e.g., readers, incubators, micro-centrifuge, micro-pipette) at no cost to FGIS. Replace any non-functioning, non-disposable items at no cost to FGIS. Provide a unit price that includes all costs, including shipping, to test one grain sample. Refer to section F for FGIS office/delivery locations. Note: When disposable items are shipped separately, their per-unit cost must not exceed the listed schedules. Offer test kit purchase options of varying counts (e.g., 50 and 100 tests) at the same unit price to accommodate testing volume fluctuations and reduce expiration waste. Provide free training for a minimum of two FGIS employees at each awarded office. Offer technical support as needed via methods such as telephone, email, video call, or onsite visits, ensuring quality assistance. Provide proof that the test kit has an active FGIS Certificate of Conformance (COC) at submission. If not, proof of submission for approval to FGIS’s Technology and Science Division (TSD) is required. Test kits must be approved and listed before award. Notify the government promptly of any changes to the test kit. The contract will only be valid for the exact test kit specifications submitted. Include one Safety Data Sheet with each shipment of test kits. Test Kit Specifications: Aflatoxin Test Kit: Analyze aflatoxin (B1, B2, G1, G2) in commodities such as corn (including dent, field, cracked, grits, polenta, screenings). Range of 5 to 300 ppb. Complete extraction and analysis within 30 minutes; user-friendly without requiring specialized training. Minimum shelf life of three months; room temperature storage preferred. Active FGIS Certificate of Conformance required throughout the contract. No special waste disposal or exposure to hazardous substances beyond OSHA standards. DON Test Kit: Analyze DON in corn and wheat (including various flour types and screenings). Range of 0.5 to 30 ppm. Same operational and shelf life requirements as above. Active FGIS Certificate of Conformance required throughout the contract. No special waste disposal or hazardous exposure beyond OSHA standards. Fumonisin Test Kit: Analyze Fumonisin (B1, B2, B3) in corn. Range of 0.5 to 30 ppm. Same operational and shelf life requirements as above. Active FGIS Certificate of Conformance required throughout the contract. No special waste disposal or hazardous exposure beyond OSHA standards. Zearalenone Test Kit: Analyze Zearalenone in corn. Range of 100 to 1000 ppb. Same operational and shelf life requirements as above. Active FGIS Certificate of Conformance required throughout the contract. No special waste disposal or hazardous exposure beyond OSHA standards. Billing and Administrative Requirements: Contractor must register and maintain an active SAM (System for Award Management) account. Accept ACH and credit card payments. Register in Treasury’s Invoice Processing Platform (IPP.GOV) for invoice submission. Each invoice must specify the delivery location.
