School Bus Transportation and Live Video Monitoring Services for Ellsworth Air Force Base

The U.S. Air Force, through the 28th Contracting Squadron at Ellsworth Air Force Base, is seeking a contractor to provide comprehensive school bus transportation services for dependent students in grades K–12 residing in base housing areas. - Government Buyer: - U.S. Air Force, 28th Contracting Squadron (28 CONS PKC), Ellsworth AFB - 28th Logistics Readiness Squadron (28 LRS), Vehicle Operations Section (Building 104) - Products/Services Requested: - School bus transportation services for 250–350 students between Ellsworth AFB and Box Elder, SD, and within base housing areas - Service required for 171 days per year (school year), with a base year, four option years, and a possible six-month extension - Contractor must provide and maintain sufficient buses and qualified drivers - Must operate during snow/ice conditions unless schools are closed - Route schedules must be engineered, submitted, and approved annually - Strict adherence to school arrival and pickup windows for Douglas School District - Accident reporting and compliance with all federal, state, and local transportation laws - Live HD video streaming and monitoring capability for each bus - Real-time interior video feed (minimum 1280x720p at 30fps) to 28 LRS Building 104 - Audio/visual recording and onboard communications required - Internet service to support video streaming (10 months per year) - Installation, training, and ongoing support for monitoring equipment - Quantities (per year): - 171 days of transportation and video streaming services - 10 months of internet service - Six-month extension includes 86 days of service and 6 months of internet - Unique/Notable Requirements: - Live HD video streaming from each bus to a central monitoring location on base - Operation in adverse weather unless schools are closed - Annual re-approval of route schedules - Compliance with all applicable laws and background checks for personnel - No specific OEMs or vendors are named in the solicitation - Small business set-aside; vendors must be registered in SAM and provide a CAGE code - Contract is contingent on appropriated funds

Description

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with RFO (FAR) Part 12. The 28th Contracting Squadron at Ellsworth AFB, South Dakota has issued this solicitation, FA469026Q0017, as a request for quotation (RFQ) to compete and award a single Firm Fixed Price contract using RFO (FAR) Part 12 procedures for school bus transportation services in accordance with the attachments. This announcement constitutes the only solicitation; offers are being requested, and a separate written solicitation will not be issued.

DESCRIPTION:  School bus services supporting Ellsworth Air Force Base.  The contractor must provide and maintain the required number of school buses and drivers to transport between approximately 250 and 350 children in grades K through 12 to and from Box Elder, South Dakota. Transportation of students will be done conveniently and safely while complying with all federal, state, and local traffic and transportation laws.

This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

(v) Quotes are to be submitted via email to to 2d Lt Christian Depollar at christian.depollar.2@us.af.mil and SSgt Jayna Clements at jayna.clements@us.af.mil no later than 08 May 2026, 17:00 PM MDT. Quotes must be valid for 60 days..

(vi) Questions must be emailed to christian.depollar.2@us.af.mil before 27 April 2026, 17:00 PM MDT, and a memorandum with the answers will be added to this solicitation. 

(vii) Small Business contractors submitting a quote must have and list within the quote, the vendors' assigned Cage Code and be registered and Active in the System for Award Management (SAM) at www.sam.gov to receive an award for this procurement.

(viii) Each vendor must have a reference complete the Past Performance Questionnaire (Attachment 3). In accordance with the solicitation (Attachment 1), the reference who completes the questionnaire is also responsible for submitting it. The completed questionnaire must be submitted along with the vendor's expression of interest.

(ix) Furthermore, all vendors are required to complete the Price Schedule Excel document. This will provide a clearer understanding of the proposed pricing over the course of the contract.

Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer
