The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), through the Institute for Learning, Education and Development (ILEAD), is seeking comprehensive video production support services under a five-year Blanket Purchase Agreement (BPA). - Government Buyer: - Department of Veterans Affairs (VA), Veterans Health Administration (VHA) - Institute for Learning, Education and Development (ILEAD) - Program Contracting Activity Central (PCAC), Independence, OH - Scope of Services: - Full-spectrum video production support, including: - Pre-production, production, and post-production - Live broadcasts, field production, and studio production - Multimedia projects, live satellite television, and equipment rental - Crew labor categories: scriptwriters, producers, directors, camera operators, editors, technical and creative roles (quantities specified for each) - Equipment packages: 4K cameras, lighting kits, drones, editing facilities, teleprompters, audio packages, and more - Travel reimbursement per Federal Travel Regulations - Products and Equipment (examples): - Documentary-style and film-style 4K cameras (equipment only) - Mirrorless 4K cameras and camera sliders - Lighting packages (Aputure, LED, 1000-watt kits) - Audio packages, wireless lavaliere microphones, action cameras (GoPro, Insta360, etc.) - Mobile switcher (flypack), teleprompters, set monitors, dolly with track, jib arms - Remote production facilities (studio and residential) - Labor Categories (examples): - Scriptwriters (up to 15 days), camera operators (up to 15 days), directors, producers, editors, makeup artists, drone operators, graphic designers, and more - Unique Requirements: - Strict confidentiality, records management, and quality control - Ability to provide services nationwide, with primary work at ILEAD Studio in St. Louis, MO, and at VA medical facilities across the country - Set aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) - Compliance with federal acquisition regulations and security prohibitions - Period of Performance: - Five years: base year plus four one-year option periods - BPA ceiling: $1,484,000; individual orders up to $100,000 (with approval for higher amounts) - **No specific OEMs or named vendors are required; equipment brands are referenced generically (e.g., GoPro, Insta360, Aputure, Kino Flo).
