The Indiana Family & Social Services Administration (FSSA) is seeking proposals for a web-based Learning Management System (LMS) to deliver and track federally mandated privacy and security trainings for all state personnel and contract workforce members. - Government Buyer: - Indiana Department of Administration, on behalf of FSSA - Procurement Division, Indiana Government Center-South, Indianapolis - Products/Services Requested: - Web-based Learning Management System (LMS) - At least 7,800 active user licenses - Migration of historical data for approximately 35,000 users - Role-based access controls - Training content delivery, course management, scheduling, notifications, assessments, tracking, and reporting - Technical support and hosting - Unique or Notable Requirements: - Compliance with federal and state privacy/security standards (CMS MARS-E, Social Security Administration, HIPAA) - System must support electronic delivery and tracking of compliance training - MWBE participation goals: 8% Minority Business Enterprises, 11% Women Business Enterprises, 3% Indiana Veteran Owned Small Businesses - MWBE subcontractors must be certified by the State of Indiana and provide a signed letter of commitment - Strict adherence to MWBE participation guidelines and documentation - No specific OEMs or vendors are named in the solicitation - Period of performance: Four-year base contract with an option for a two-year renewal (up to six years total)
