This opportunity seeks a qualified contractor to provide Protestant Music Director services at Ellsworth Air Force Base. - Government Buyer: - U.S. Air Force, Ellsworth Air Force Base, Chapel Office - Services Requested: - Protestant Music Director services for approximately 112 events annually - Responsibilities include directing music activities, assembling and leading a praise team (guitarist, pianist, drummer, vocalist, sound booth operator), managing rehearsals and worship services, coordinating with the Wing Chaplain, and maintaining government-furnished equipment - Contractor must ensure compliance with background checks and provide qualified replacements as needed - Offerors must have at least four years of music education or equivalent experience and demonstrate vocal leadership ability (video/audio submission required) - Unique Requirements: - Government provides musical instruments and equipment - Contractor must attend related meetings and training as required - Small business set-aside; SAM registration required - No OEMs or specific products are referenced; this is a service-only procurement - Period of performance includes a base year, four one-year option periods, and a possible six-month extension

Requirement: Ellsworth AFB Protestant Music Director

Solicitation Type: This solicitation is for a single-award, firm-fixed price, definite contract for 1 base year, 4 option years, and an optional 6-month extension period.

Set Aside: This acquisition is a total small business set aside IAW RFO 19.104-1.

Period of Performance: 11 May 2026 - 10 May 2031. This contract includes:  1 base year  4 one-year option periods  1 six-month extension option  

Evaluation Criteria: Award will be made to the responsible offeror whose quote conforms to the requirements of the Request for Quotation (RFQ) and is determined to represent the best value to the Government. The Government will utilize RFO Part 12 procedures and conduct an integrated assessment for a best value award decision based on the following evaluation factors: Price and Technical Acceptability (4 years of college in related field or equivalent years of experience).

Submission Requirements: Interested and responsible entities are encouraged to submit a quote.

Proposals must include the following:

Completed Standard Form 1449, with price list.  References displaying 4 years of college in related field or equivalent years of experience, in accordance with the PWS. Video or audio submission demonstrating vocal ability, in accordance with the PWS. System for Award Management (SAM): Offerors must be registered in SAM at https://www.sam.gov and have a valid CAGE code to be eligible for award.
