The U.S. Marine Corps is seeking vendors to provide capability support and decommissioning services for the Global Combat Support System Marine Corps (GCSS-MC), an Oracle-based ERP system supporting logistics, supply, and maintenance for over 25,000 users worldwide. - Government Buyer: - U.S. Marine Corps Systems Command (MCSC), Portfolio Acquisition Executive Mission Systems (PAE MS), Department of the Navy - GCSS-MC Program Management Office (PMO) - OEMs and Vendors: - Oracle (primary ERP platform) - Products/Services Requested: - Post Deployment System Support (PDSS) for GCSS-MC/LCM Increment 1 - Service management, operations, and sustainment for production and development environments (hosted in Cloud One IaaS) - Enterprise Service Desk and Operations Center support (24/7) - Training, lifecycle support, systems engineering, cybersecurity, configuration management, and audit compliance - Transition-in and transition-out services for contractor handover - Decommissioning services: data archiving, secure hardware disposition, documentation management, and stakeholder communication - No enhancements or modernization; strictly support and decommissioning - Unique or Notable Requirements: - 24/7 service desk support for global user base - Cybersecurity compliance and audit support - Experience with Oracle ERP, government system transitions, and decommissioning - Transition-in period (up to 6 months), ongoing support, and transition-out period (6 months) - Decommissioning to be completed within 2-4 years - Key Locations: - Marine Corps Base Quantico (primary place of performance) - Camp Pendleton, Camp Lejeune, Marine Corps Base Hawaii, Okinawa (Japan), Marine Corps Logistics Command (Albany, GA), Marine Corps Systems Command (Quantico, VA) - Contracting offices in Quantico and Stafford, VA

Marine Corps Systems Command (MCSC), on behalf of the Portfolio Acquisition Executive Mission Systems (PAE MS) (formerly Program Executive Office for Manpower, Logistics, and Business Solutions (PEO MLB)) is issuing this Request for Information (RFI) to conduct market research under Federal Acquisition Regulation Part 10 to identify sources with interest and capability to provide services for the capability support and decommissioning of the Global Combat Support System Marine Corps (GCSS-MC).  GCSS-MC is an Oracle-based Enterprise Resource Planning (ERP) software system with significant Java form and HTML form customizations used to manage, track, and automate logistics, supply, and maintenance operations worldwide supporting over 25,000 users.  

The scope of this RFI is strictly limited to the capability support of the current system and its decommissioning; no enhancements or modernization efforts are being considered under this RFI.
