NOAA NESDIS is seeking industry feedback and preparing for a major multiple-award IDIQ contract for consolidated antenna and ground systems services (NCAGSS) supporting environmental satellite operations. - Scope includes: - Operations, maintenance, sustainment, upgrades, new builds, decommissioning, and program integration for antenna ground systems - Support for a diverse portfolio of antennas (S, L, X, Ka, UHF bands) at multiple domestic and international sites - Integration of advanced technologies such as cloud-based SDR and phased array antennas - Cybersecurity, cloud infrastructure, and systems engineering requirements - Services required: - 24/7 satellite and antenna operations, network and security operations, anomaly detection, and continuity of operations - Project management, risk management, configuration management, training, and technical support - Sustainment planning, technology refresh, and studies/analysis - Key deliverables include: - Upgrades (e.g., General Dynamics ACS Model 990 or equivalent), new antenna construction, decommissioning, and cloud transitions - Comprehensive reporting, transition plans, and sustainment schedules - Contract structure: - Multiple CLINs for commercial and non-commercial orders (fixed-price, T&M, labor-hour, hybrid) - 5-year base period with 5-year option (total up to 10 years) - Estimated ceiling of $1.24 billion - Major performance locations: - NOAA Satellite Operations Facility (Suitland, MD), NESDIS CBU (Fairmont, WV), CDA Stations (Fairbanks, AK; Wallops, VA), McMurdo Station (Antarctica), NASA White Sands Complex (NM), and partner sites globally - Emphasis on small business participation and organizational conflict of interest restrictions - No specific OEMs mandated, but General Dynamics ACS and similar systems referenced as examples - All technical details and requirements are in the attachments; industry input is requested before final RFP release

NOTICE FOR MARKET RESEARCH PURPOSES: THIS DRAFT RFP IS ISSUED AS PART OF A CONTINUED INDUSTRY ENGAGEMENT PROCESS, FOLLOWING THE PREVIOUSLY CONDUCTED REQUEST FOR INFORMATION (RFI) AND SOURCES SOUGHT NOTICE.

PURPOSE OF THIS DRAFT: THE PRIMARY OBJECTIVE IS TO SOLICIT FINAL TECHNICAL FEEDBACK AND ENSURE THE CLARITY OF THE STATEMENT OF WORK (SOW). WHILE NOAA WILL REVIEW ALL COMMENTS FOR THE PURPOSE OF REFINING REQUIREMENTS AND EVALUATION CRITERIA, PLEASE BE ADVISED THAT THE OVERARCHING ACQUISITION STRATEGY HAS BEEN ESTABLISHED BASED ON THE DATA GATHERED DURING PRIOR ENGAGEMENT PHASES.

STATUS OF STRATEGY: RESPONDENTS SHOULD ANTICIPATE THAT MATERIAL ELEMENTS OF THE ACQUISITION STRATEGY—INCLUDING BUT NOT LIMITED TO THE CONTRACT TYPE, SET-ASIDE STATUS, AND HIGH-LEVEL PROCUREMENT TIMELINE—ARE CONSIDERED FIRM AND ARE NOT EXPECTED TO CHANGE FOLLOWING THIS REVIEW PERIOD. THIS DOCUMENT DOES NOT CONSTITUTE A FORMAL SOLICITATION OR A COMMITMENT TO AWARD.
