NOTICE FOR MARKET RESEARCH PURPOSES: THIS DRAFT RFP IS ISSUED AS PART OF A CONTINUED INDUSTRY ENGAGEMENT PROCESS, FOLLOWING THE PREVIOUSLY CONDUCTED REQUEST FOR INFORMATION (RFI) AND SOURCES SOUGHT NOTICE.

PURPOSE OF THIS DRAFT: THE PRIMARY OBJECTIVE IS TO SOLICIT FINAL TECHNICAL FEEDBACK AND ENSURE THE CLARITY OF THE STATEMENT OF WORK (SOW). WHILE NOAA WILL REVIEW ALL COMMENTS FOR THE PURPOSE OF REFINING REQUIREMENTS AND EVALUATION CRITERIA, PLEASE BE ADVISED THAT THE OVERARCHING ACQUISITION STRATEGY HAS BEEN ESTABLISHED BASED ON THE DATA GATHERED DURING PRIOR ENGAGEMENT PHASES.

STATUS OF STRATEGY: RESPONDENTS SHOULD ANTICIPATE THAT MATERIAL ELEMENTS OF THE ACQUISITION STRATEGY—INCLUDING BUT NOT LIMITED TO THE CONTRACT TYPE, SET-ASIDE STATUS, AND HIGH-LEVEL PROCUREMENT TIMELINE—ARE CONSIDERED FIRM AND ARE NOT EXPECTED TO CHANGE FOLLOWING THIS REVIEW PERIOD. THIS DOCUMENT DOES NOT CONSTITUTE A FORMAL SOLICITATION OR A COMMITMENT TO AWARD.
