Description
FinCEN is issuing an amendment to its June 2025 order that found CIBanco S.A., a financial institution outside the U.S., to be of primary money laundering concern related to illicit opioid trafficking. The original order imposed a special measure prohibiting certain transmittals of funds involving CIBanco. This amendment permits certain transmittals of funds necessary to facilitate payments for the Government of Mexico to liquidate CIBanco. The amendment maintains all other provisions of the original order.
