FEMA Region 10 is seeking professional language interpretation services to support disaster recovery efforts for Presidentially Declared Disaster DR-4893-AK (Typhoon Halong) in Alaska. - Government Buyer: - Department of Homeland Security, Federal Emergency Management Agency (FEMA), Region 10 Contracting Office, Bothell, WA - Products/Services Requested: - Language interpretation services between English and Central Alaskan Yup’ik - In-person, over-the-phone, and virtual (electronic) interpreting - On-site interpretation in Anchorage, Bethel, and affected villages/communities - Sight interpreting and spoken language support - Program management and coordination - Travel reimbursement for interpreters to remote locations (per Federal Travel Regulations) - Option period for continued services - All services reference part number 7540-01-152-8067 - Unique or Notable Requirements: - Interpreters must be fluent in Central Alaskan Yup’ik and English, familiar with local dialects and cultures - Emphasis on hiring local interpreters from affected towns and villages - Cultural competence and confidentiality are required - Compliance with DHS safeguarding requirements - Availability during specified hours and ability to travel to remote villages - OEMs and Vendors: - No specific OEMs or vendors are named; open to qualified language service providers - Place of Performance: - Anchorage, Bethel, and multiple regional educational attendance areas and boroughs in Alaska impacted by Typhoon Halong - FEMA Region 10 Contracting Office in Bothell, WA (contract administration)

Description

The Federal Emergency Mangement Agency (FEMA) Presidentially Declared Disaster DR-4893-AK, Typhoon Halong, intends to award a purchase order for in person language interpretation between English and Cental Alaskan Yup'ik. This solicitation uses FAR Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services.  Interpretation between English and Central Alaskan Yu'pik may be conducted in person and in some cases over the phone or by electronic communication methods.  This opportunity is a disaster area set aside for those towns and villages located within the declared disaster area of DR-4893-AK, which can be found at https://www.fema.gov/disaster/4893.  Local preference will be given.  Review the attached solicitation and performance work statement.
