Description
The Department of Veterans Affairs currently occupies medical office and related space located at the Jackson Community Outpatient Clinic, Jackson, TN in a lease that will be expiring. The Government intends to enter into a real property succeeding expansion lease to lease 28,830 Rentable Square Footage (RSF), with a minimum of 100 parking spaces, for utilization as a community-based outpatient clinic. The lease term requirement is for 10 years, five (5) years firm, five (5) years non-firm. The space must be available for occupancy by May 1, 2027. This procurement in being conducted in accordance with FAR 6.302-1-Only one responsible source and no other supplies or services will satisfy agency requirements. NAICS Code 531120 applies to this procurement. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, the Government is considering alternative space if economically advantageous. In making this determination, the Government, will consider, among other things, the availability of alternative space that potentially can satisfy the Government s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime. The Delineated Area is as follows: Space within or fronting on the following boundaries will be considered: North Boundary: Ashport Road South Boundary: US Route 70/Chester Street East Boundary: US Highway 7 West Boundary: Bypass 45
Any firm that believes it can meet the requirements may give written notification to the contracting officer within seven (7) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements as follows: 1. Building name, address and location of the available space 2. Amount of offered space in Rentable Square Feet (RSF) and ANSI/BOMA Office Area (ABOA) square feet along with the conversion rate 3. Building ownership information, brokers or legal representatives must show written acknowledgement and permission to represent the property Special Notice 4. Amount of parking available on-site

Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government. If no responses are received by 3:00pm CST, April 24, 2026, the Department of Veterans will proceed to pursue a sole source acquisition. The Government is limited by law (40 USC 278a, as Amended 10-1-81) to pay no more than the appraised fair rental value for space. The Department of Veterans Affairs will not pay any brokers fees or costs associated with responding to the Special Notice.
