The Bureau of Land Management (BLM), under the Department of the Interior, is seeking a contractor for a comprehensive roof replacement and photovoltaic (PV) system installation at the El Malpais Ranger Station Visitor Center and Workshop in Grants, New Mexico. - Government Buyer: - Bureau of Land Management (BLM), Department of the Interior - Colorado State Office (Contracting), Albuquerque District Office (Project Site) - Products and Services Requested: - Complete removal and replacement of the existing roof system - Includes 60-mil TPO single ply membrane, high-density polyisocyanurate cover board, polyisocyanurate insulation board, 30-mil self-adhered vapor retarder, 5/8" plywood decking, and 20-gauge metal coping caps with drip edges - Protection and reattachment of existing grounding system, skylights, radio equipment, antennas, and satellite internet equipment - Design and installation of an 8 KW DC input grid-tied ground-mounted photovoltaic (solar) system, with an option for an additional 8 KW system (total up to 16 KW) - Quantities and Part Numbers: - Roof Replacement: 1 job (part number 7540-01-152-8067) - 8 KW PV System: 1 system (base), 1 system (additive option) - Unique or Notable Requirements: - Set aside for Indian Small Business Economic Enterprises (ISBEE) under NAICS 238160 (Roofing Contractors) - Contractor must provide all labor, materials, permits, equipment, and professional services - Compliance with Uniform Building Code (UBC), International Building Code (IBC), New Mexico State Statutes, OSHA, EPA, ADA, and Davis-Bacon wage requirements - Payment and performance bonds required at 100% - Project funded by the Great American Outdoors Act - All work must be completed within 60 calendar days after notice to proceed - Coordination with government representatives and adherence to quality control and safety plans - No specific OEMs or brands are named in the solicitation; the contractor may select appropriate roofing and PV system manufacturers meeting the specifications.

Description

The Bureau of Land Management requires a contractor to perform a Firm-fixed-Price Construction Purchase Order for the replacement of the roof of the EL Malpais Ranger Station Visitor Center and Workshop at Grants, NM 87020. The order is set-aside for Indian Small Business Economic Enterprises (ISBEE) under NAICS 238160 (Roofing Contractors; $19M). The Contractor shall be responsible for all professional services, permits, equipment, labor, tools, materials, and ancillary items necessary to complete the tasks defined by the Statement of Work (SOW). The performed tasks shall be based on the project description, other data furnished in SOW, and information covered during a pre-construction/criteria review meeting to be held prior to Contractor mobilization. The SOW sets forth the requirements for a Request for Proposal (RFQ) for site specific roof repair. The Contractor shall adhere to the following guidance during construction phase(s) of this project: Uniform Building Code (UBC), those sections of the Southern Standard Building Codes not incorporated in the UBC/International Building Code (IBC) for our respective area, New Mexico State Statutes, New Mexico Department of Transportation, Occupational Safety and Health Administration (OSHA) Requirements, Department of Environmental Protection (DEP) Regulations, Environmental Protection Agency (EPA) Regulations, and any related Americans with Disabilities Act (ADA) Compliance Requirements. If there is a conflict between these codes, regulations and specifications, the most stringent requirements shall apply at all times. Documents listed by and/or provided by the Government are for reference only and do not relieve the Contractor from adherence with applicable codes not specifically addressed. The contractor shall also perform the required services in accordance with the SOW, applicable Construction Wage Rate, and all other contract terms and conditions. All work shall be accomplished in accordance with contract documents and most recent Federal and State regulations. The North American Industry Classification System (NAICS) code 238160 will apply to this acquisition. The size standard for this NAICS code is $19.0M. This requirement is being solicited as a 100% Indian Small Business Economic Enterprise set aside. The estimated period of performance is for 60 calendar days total after notice to proceed. All work shall be in strict compliance with the specifications of the contract. The successful offeror will be selected using Price and Other Factors procedure. Paper copies will not be available.
