This opportunity seeks contractor support for large-scale, multi-year Collective Joint Training services for the Joint Staff J7 under the Department of the Navy. - Government Buyer: - U.S. Navy, NAVSUP Fleet Logistics Center Norfolk (contracting office) - Joint Staff J7 Deputy Directorate for Joint Training (DDJT) (customer) - OEMs and Vendors: - No specific Original Equipment Manufacturers (OEMs) or commercial vendors are named; the procurement is for professional services, not products. - Products/Services Requested: - Comprehensive professional services for joint training, exercise planning, execution, and assessment - Program management, project leads, expert advisors, subject matter experts (SMEs) in operational environments, technical specialists (cyber, modeling & simulation, C4I), intelligence, space, missile defense, and more - Support for AI integration, knowledge management, information environment replication, and senior leader education - Operations & Maintenance (O&M) and Research, Development, Test & Evaluation (RDT&E) support - Extensive deliverables: exercise plans, scenario development, intelligence support, after action reviews, help desk, security documentation, and more - Labor categories span entry to master level, with specific education, experience, and certification requirements (e.g., DoD 8570.01-M, PMP, Top Secret/SCI clearance) - Travel and other direct costs are included - Product Line Items (by part number): - O&M and RDT&E support for base and five option periods (part numbers: 6000, 6050, 6100, 6150, 6200, 6250, 6300, 6350, 6400, 6450, 6500, 6550) - Travel and Other Direct Costs (ODCs) for each period (part numbers: 7000, 7001, 7050, 7051, etc.) - Unique or Notable Requirements: - Contract requires Top Secret/SCI clearance and compliance with DoD security and reporting standards - Over 3 million direct labor hours estimated if all options are exercised - Services must support both CONUS and OCONUS government/contractor sites, with potential for international travel - Deliverables and labor requirements are tightly linked to the Joint Exercise Life Cycle (JELC) and include continuous updates, quarterly reports, and event-driven documentation - Performance and delivery at multiple federal facilities, including the Pentagon and Joint Staff J7 facilities in Suffolk, VA
