USDA Procurement of Retirement and Financial Literacy eLearning Content and Licenses for AgLearn LMS

The U.S. Department of Agriculture (USDA) is seeking to procure large-scale eLearning course content and licenses for Retirement and Financial Literacy Training, to be delivered via the AgLearn Learning Management System (LMS) and used by all USDA agencies and potentially other federal agencies. - Government Buyer: - U.S. Department of Agriculture (USDA), Office of the Chief Information Officer, Digital Infrastructure Services Center, AgLearn Branch - Procurement Operations Division, AgLearn Branch - Products/Services Requested: - Asynchronous eLearning course content and licenses covering financial literacy, retirement, and Thrift Savings Plan (TSP) topics - Content must address early, mid, and late career federal employees, including FERS and CSRS systems - Up to 90,000 enterprise licenses per year for USDA users, plus thousands of external agency user licenses - Courses must be SCORM/AICC conformant, Section 508 compliant, and integrate with the TotaraGov-based AgLearn LMS - Content must be developed by Certified Financial Planning Professionals and include interactive exercises, learning objectives, and knowledge checks - Quarterly status reports on course updates, user utilization, and learning needs - Unique or Notable Requirements: - Content must be suitable for a broad federal audience and support up to 140,000 users - No government-furnished items or travel required - Small business set-aside under NAICS 611430 - Award based on prior experience and price - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation or attachments - Period of Performance: - Base year plus four one-year option periods (total up to five years) - Initial delivery within 30 days of award, with quarterly updates and reporting - Locations: - Primary place of performance is the USDA and its AgLearn LMS, with contracting office in Fort Collins, CO - Content supports users nationwide, including external federal agencies

Description

The USDA has a requirement for Retirement and Financial Literacy Training Content for the AgLearn Learning Management System. Training and use of this software will be utilized by all USDA agencies and potentially used by additional external Federal Agencies.

This solicitation shall result in a single award, firm-fixed price contract.
