The U.S. Air Force at Joint Base San Antonio (JBSA) is soliciting demolition with abatement services for Building 2652 (Harlequin Theater) at JBSA Ft Sam Houston, Texas. - Government Buyer: - U.S. Air Force, 502d Air Base Wing, 502d Contracting Squadron, 502 CES/CEIE, and 802 CES/CENME Execution Support at JBSA Ft Sam Houston - Scope of Work: - Complete structural demolition of a two-story, 19,684 sq ft building (B2652) to 3 feet below grade - Removal of concrete, asphalt, sidewalks, curbs, and gutters - Abatement and proper disposal of hazardous materials: - Asbestos-containing materials (floor tiles, mastics, pipe insulation, drywall compounds) - Lead-based paint (>0.5% lead concentration on various surfaces) - Mercury-containing fluorescent lamp ballasts and bulbs (approx. 87), thermostats (3) - Nickel-cadmium battery-containing exit signs (12) - Polychlorinated biphenyls (PCBs) and mold - Environmental compliance requirements: - Stormwater Pollution Prevention Plan (SWPPP) - Hazardous waste management and soil testing - Refrigerant recovery - Utility identification, disconnection, capping, and verification - Site restoration including grading, filling, compaction, and seeding - Preparation and submission of required plans: - Accident Prevention Plan (APP), demolition plan, environmental plan, grading plan, hazard analysis, quality control, and hazardous waste management - Coordination with government points of contact and compliance with federal, state, and local regulations - Notable Requirements: - Emphasis on environmental protection, safety, and quality control - All work must be completed within 120 days of contract award - Weekly progress reports and final closeout documentation required - No specific OEMs or commercial vendors are named in the solicitation - NAICS code: 238910 (Site Preparation Contractors); PSC: P400 (Demolition of Building) - The contract is anticipated to be Firm Fixed Price and may be set aside for small businesses

Description

The JBSA Lackland Contracting Squadron, 502 CONS/PKA-B, is contemplating the acquisition of Demolition with Abatement Services for the 502d Civil Engineers (502 CE). Location: JBSA Ft Sam Houston, TX.78234.

Description of Services: The contractor shall provide all labor, equipment, materials, and management to perform:

Demolition: Full structural demolition to 3ft below grade; Removal of concrete, asphalt, sidewalks, curbs, gutters. Abatement: Asbestos, Lead, PCB, Mercury, and other regulated materials. Environmental Compliance: SWPPP, Hazardous Waste Management Plan, Soil Testing, Refrigerant Recovery. Utilities: Identification, Disconnection, Capping, and Verification. Site Restoration: Grading, Filling, Compaction, and Seeding. Required Plans: APP, Demolition Plan, Environmental Plan, Grading Plan, Hazard Analysis.

The Government is currently utilizing NAICS: 238910 Site Preparation Contractors; PSC: P400 Demolition of Building; Size Standard: $19M.  The anticipated award is Firm Fix Price (FFP).

Based on responses to this Source Sought, this requirement may be set aside for Small Business or procured through Full and Open competition. The Government reserves the right to decide whether a small business set-aside is appropriate.
