Description

REQUEST FOR INFORMATION

1.0 DESCRIPTION & PURPOSE

1.1 The DC National Guard (DCNG) is seeking information from interested vendors that can meet requirements for hot weather boots.

1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) / Request for Quote (RFQ) or a promise to issue an RFP / RFQ in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. The DCNG is not at this time seeking proposals / quotes and will not accept unsolicited proposals. The Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP / RFQ, if any is issued.

1.3 Background: The DCNG has a need to procure hot weather boots to be worn by Soldiers in an urban environment. Due to the increased physical demands associated with prolonged outdoor operations during summer conditions, personnel require footwear designed to improve ventilation, reduce heat retention and moisture buildup, and support mobility during extended periods of walking, standing, and patrolling. Procurement of hot weather boots is necessary to promote Soldier health, comfort, readiness, and overall mission effectiveness. The boots shall be suitable for sustained use in high-temperature environments and capable of supporting daily patrol operations conducted in urban and outdoor settings. These boots shall be breathable and ventilated and waterproof. This requirement applies to personnel whose duties involve prolonged exposure to summer weather conditions, extended movement on foot, and continuous operational activity.

2.0 PRODUCT and DELIVERY

2.1 PRODUCT: The boots shall be new, unused, and free from defects. The hot weather boots will be coyote brown color and compliant with Army uniform standards set forth in Army Regulation (AR) 670-1 (https://armypubs.army.mil/ProductMaps/PubForm/Details.aspx?PUB_ID=1020639).

2.1.1 Salient Characteristics (IAW AR 670-1)

- Height: Approximately 8 inches

- Weight: Lightweight design (approximately 40 oz per pair or equivalent)

- Upper Material: Combination of leather and durable breathable fabric

- Waterproofing: Must provide waterproof or water-resistant barrier while maintaining breathability

- Liner: Moisture-wicking or waterproof liner

- Closure System: Lace-up system with secure fastening

- Midsole: Cushioned, shock-absorbing (e.g., EVA or equivalent)

- Outsole: Durable rubber with high-abrasion resistance and multidirectional traction

- Footbed: Cushioned insole

- Shank: Structural support (insole board or equivalent)

- Insulation: Non-insulated (hot weather configuration)

- Standards: Must be TAA compliant or from an approved country of origin

2.1.2 Packaging: Boots shall be delivered in standard commercial packaging.
