The Air Force Research Laboratory (AFRL), under the Department of the Air Force and Air Force Materiel Command, is soliciting proposals for advanced microelectronics prototyping and experimentation to support next-generation national defense capabilities. - Government Buyer: - Air Force Research Laboratory (AFRL), Sensors Directorate (AFRL/RYD), with offices including AFRL/RYDR, AFRL/RYKSM, and AFRL/RYOX at Wright-Patterson Air Force Base - Scope of Work: - Research, development, and prototyping of sensor (signal) generation and processing microelectronics technologies - Emphasis on maturing, verifying, and delivering microelectronics for autonomous systems, artificial intelligence, precision navigation and timing, electronic warfare, data processing, and strategic applications - Construction and demonstration of prototype systems - Deliverables: - Comprehensive technical data deliverables, including: - Scientific and technical reports (final, annual updates, security plans) - Funds and man-hour expenditure reports, contract funds status reports, spend plans, and status reports - Presentation materials (up to 10,000 view graphs) - Software products (source code, user manuals, architecture descriptions, design descriptions) - Hardware and firmware manuals - Technical data packages for ASIC, FPGA, package, and circuit board design files - Acceptance test plans, interface control documents, and science and technology protection plans - Research and development project summaries with cost models - Research and development services, including research and data, software, and hardware deliverables as defined in the Statement of Work - Notable Requirements: - Compliance with export control, CMMC Level 2 cybersecurity, and handling of Controlled Unclassified Information and Secret Collateral data - Proposals must be unclassified with a classified addendum - Electronic submission of deliverables, often encrypted or password protected - Prohibition on use of certain telecommunications equipment - OEMs and Vendors: - No specific OEMs or vendors are named in the solicitation or attachments - Quantities and Part Numbers: - Detailed line items provided for technical data deliverables (see below); hardware and software deliverables are defined by the Statement of Work - Estimated Contract Value: - Approximately $34 million over 39 months - Place of Performance: - Wright-Patterson Air Force Base, including multiple AFRL directorate offices
Description
AFRL/RYD has a need to advance the design and fabrication of commercial and Government developed sensor (signal) generation and processing microelectronics technologies for the purpose of maturing, verifying, assuring, and delivering next generation national defense capabilities to critical Department of Defense (DoD) systems through robust experimentation and testing.
Experimentation under the MINSAV ARA will construct prototype systems that demonstrate microelectronics capabilities that yield technical offset for DoD related autonomous, artificial intelligence, precision navigation and timing, electronic warfare, data processing, spatial/spectrally agile, and strategic applications.
