In order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be made and no appointments for presentations will be made.
The U.S. Coast Guard is conducting market research to determine availability of domestically manufactured solar panel systems. Specifically, MSI TOPCon Bifacial 144HC dual glass solar panels. Panels must be 580-590W, have up to 5400 Pa front load, 2400 Pa back load, and test load to UL 61730 & IEC standards. The applicable North American Industry Classification System (NAICS) Code is 221114- Solar Electric Power Generation.
In order for Solar Panels to be considered domestically manufactured for the purposes of this Sources Sought, the cost of the components mined, produced, or manufactured in the United States exceeds 60 percent of the cost of all its component for items delivered in calendar years 2024 through 2028 and 75 percent for items delivered starting in calendar year 2029 in accordance with Federal Acquisition Regulation (FAR) 25.003. Components of foreign origin of the same class or kind for which nonavailability determinations have been made are treated as domestic.
