USDA Forest Service Seeks Road Rehabilitation Services for Perch Lake Road, Ottawa National Forest

The USDA Forest Service is seeking small business contractors for the rehabilitation of Perch Lake Road (FR 2130) in Ottawa National Forest, Michigan. - Government Buyer: - United States Department of Agriculture (USDA), Forest Service - Offices: CSA East 13 (Atlanta, GA) and Watersmeet District Office, Ottawa National Forest, Region 09 (Watersmeet, MI) - Products and Services Requested: - Road reconditioning and ditch restoration - Mobilization, excavation, and removal/replacement of culverts (various sizes of aluminized corrugated metal pipe, including 15", 18", 24", 17x13", and 21x15" pipe arch) - Placement of over 80,000 square yards of crushed aggregate for road surfacing - Placement of riprap (over 100 cubic yards total from government-furnished sources) - Installation of non-woven geosynthetics (325 square yards total) - Turf establishment, seeding, and mulching with certified weed-free seed - Temporary traffic control and environmental protection measures - Quantities and Details: - 1 lump sum mobilization - 11 culverts removed - Over 7,000 linear feet of ditch excavation - Over 80,000 square yards of crushed aggregate - Multiple culvert installations (hundreds of linear feet, various diameters) - 3.2 miles of roadway reconditioning - Unique or Notable Requirements: - Use of government-furnished material sources (Bush Creek Pit, Six Mile Pit) - Compliance with environmental protection and traffic control standards - Set aside for small business concerns under NAICS 237310 - Contractors are encouraged to inspect the site prior to bidding - No specific OEMs or proprietary products are named; standard construction materials and methods are specified.

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation will not be issued. 

Solicitation number 12445526Q0056 is issued as a Request for Quotes (RFQ) for construction services for OTF FR 2130 Perch Lake Road Rehabilitation. Work for this project consists of, but is not limited to mobilization, drainage excavation, riprap placement, aggregate surface replacement, roadway reconditioning, culvert replacement/new installation, temporary traffic controls, turf establishment and geosynthetic material placement. This work is planned for FR 2130 from Sta 0+00 to Sta 169+66.  An optional bid item is for mobilization, drainage excavation, riprap placement, aggregate surface placement, roadway reconditioning, culvert preplacement/new installation, temporary traffic controls, turf establishment and geosynthetic material placement. This option is for FR 2130 Sta 169+66 to Sta 382+92.   Contractors are strongly encouraged to inspect the location before bidding.

This acquisition  is set-aside for small business concerns.  This solicitation incorporates provisions and clauses by reference.  The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

The applicable North American Industry Classification Standard Code is 237310 - Highway, Street, and Bridge Construction.  The small business size standard is $45,000,000.00  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quote which will be considered by the agency.
