Overview Naval Surface Warfare Center (NSWC) Crane has a requirement for Brand Name Times Microwave Inc cables and connectors.
Registration and Solicitation Details Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling 866-606-8220 or via the internet at https://sam.gov. This solicitation is issued pursuant to FAR Part 13 procedures as a written synopsis exception FAR 5.202(a)(13). Solicitation Number N00164-26-Q-0030 is attached. All changes prior to the closing date will be posted on https://sam.gov/. Interested vendors should monitor this site for amendments. After the closing date, only those who submit a quote will receive updates and be considered for future discussions or awards. Offers should be emailed to trista.m.ray.civ@us.navy.mil. BPA Instructions 1. Authority This BPA is entered into under FAR Part 13.303 for Blanket Purchase Agreements. 2. Description of Agreement The Contractor shall provide various connectors and cables as requirements become known. This BPA is not a contract; the actual contract is formed once an order is issued under this BPA. Work is performed under the direction of the Contracting Officer or BPA Administrator. Only authorized personnel will submit orders. The BPA can be modified or canceled by mutual written agreement. The Government reserves the right to cancel at any time if statutory or regulatory requirements change. This agreement shall be reviewed annually and revised as needed. 3. CMMC Requirement The Contractor must be registered for Cybersecurity Maturity Model Certification (CMMC) Level 1 (Self-Assessment) to be eligible for awards under this BPA. 4. Extent of Obligation The Government is obligated only for authorized calls actually made and accepted. No liability exists if no calls are made. 5. Pricing The Contractor warrants that prices offered are as low or lower than those charged to preferred customers for similar services, including prompt payment discounts. Pricing will be for supplies requested via calls. The BPA is on a firm fixed price basis; pricing will be solicited via RFQ after BPA issuance. Vendors should not submit pricing now. All prices are FOB Destination. 6. Purchase Limitations BPA Call Limit: $350,000.00 Ceiling Limit over 5 years: $3,000,000.00 This ceiling covers all calls over the 5-year period. 7. Authorized Callers Authorized individuals include any Purchasing Agents/Contracting Specialists and Contracting Officers at NSWC Crane (N00164), limited to $350,000 per call. Calls are limited to this amount unless contingency applies. 8. Calls Calls (orders) will be received via email. Personnel verifying calls must confirm authorization. Each call will generate an order signed by the Contracting Officer and include: Name of Contractor BPA number (from SF 1449) Date of Call Items and quantities Delivery date(s) Invoice and accounting info Name, phone, and address of caller Signature of Contracting Officer 9. Inspection/Acceptance At Destination (NSWC Crane), unless specified otherwise. 10. Late Delivery Notice Delivery schedules are binding. If delays are anticipated, notify the Contracting Officer immediately with details. Receipt of notice does not imply acceptance of new delivery dates or waiver of rights. 11. Modifications Any changes to this BPA must be in writing and signed by a warranted Contracting Officer. 12. Requests for Quotes Offerors must submit firm fixed price quotes for each order. Quotes will be evaluated based on technical acceptability, price, delivery, and past performance. Each quote must include: Quote Number Expiration Date Unit Prices (with discounts) Delivery Schedule FOB Destination Payment Terms (NET 30) Contractors should pay attention to delivery dates. If unable to meet dates, propose alternatives. Delivery dates must be met unless delayed by the Government. Past performance on delivery and quality will influence awards. BPAs will be reviewed annually to ensure competition and quality. Vendors may be added or removed based on performance and market conditions. The Government aims to rotate business among qualified suppliers and may conduct trade-offs to select the best value, considering price and past performance.
