This opportunity seeks qualified contractors to provide a turnkey modular office facility and related support services for federal and military operations in Edinburg, Texas and at multiple military training areas. - Government Buyer: - Department of Defense, Department of the Army, Mission Installation Contracting Command (MICC), 410th Contracting Support Brigade (CSB) - U.S. Border Patrol, Sector HQ - OEMs and Vendors: - No specific OEMs or vendors are named; open to all qualified small businesses able to meet requirements. - Products/Services Requested: - Modular office trailer rental (base year and four option years, 12 months each) - Installation, delivery, setup, furnishing, and teardown/removal of modular office facilities - Modular Battalion Headquarters Complex (approx. 6,120 GSF) with: - 8 private offices, open workspace, conference room, tactical operations center, secure supply room - Office furnishings for 54 personnel (desks, chairs, conference equipment) - Conference room seating for 50, dual 90-inch displays, Teams-compatible AV system - Electrical system with backup generator, HVAC, and communications infrastructure (13 SIPR-labeled ports) - Security features: cypher locks, GSA-approved deadbolts, perimeter lighting, secure windows - Delivery, installation, maintenance, and removal services for modular buildings - Field support services: provision of latrines, hand wash stations, gray water tanks, and dumpsters at multiple military training areas for various units and personnel counts - Unique or Notable Requirements: - Facility must support secure (SIPR-capable) workspace and meet GSA security standards - Turnkey solution: all labor, materials, equipment, transportation, and supervision included - Background checks and training for contractor personnel - Coordination with government representatives for communications and security - Small business set-aside; market research only (not a solicitation) - Locations: - Primary: U.S. Border Patrol Sector HQ, 4400 South Expressway 281, Edinburg, TX 78542 - Multiple military training areas (e.g., TA44, TA34, CAAF, SABRE, Range 28/40/41, Sukchon DZ, FCKY, etc.) for field support services

Description

This is a Sources Sought Notice issued solely for market research and planning purposes. This notice does not constitute a solicitation, Request for Quote (RFQ), or Request for Proposal (RFP). No contract will be awarded based solely on responses to this notice. The Government is seeking to identify qualified contractors capable of providing  non‑personal services to furnish and install one (1) temporary modular office facility at Edinburg, Texas, in support of Joint Task Force–Southern Border (JTF‑SB) operations.

The Contractor shall provide all labor, equipment, tools, materials, transportation, and supervision necessary to deliver, install, and make fully operational a modular facility capable of supporting approximately 54 personnel, including expeditionary office space, Secret Internet Protocol Router Network (SIPR)‑capable workspace, two (2) latrines, office furnishings, all installation and setup, and placement at the location identified in the performance work statement (PWS). This requirement is for a turnkey solution.

This requirement will be a small business set aside. Responses from small businesses will be important to the Government’s market research. Interested vendors shall submit a Capability Statement addressing their ability to meet the requirement. A recommended Capability Questionnaire is attached.

For market research purposes, the Government requests non‑binding, rough‑order‑of‑magnitude (ROM) cost estimates. These estimates are for planning only, are not quotes or proposals, are not binding, and will not be evaluated competitively or used to award a contract. A recommended Price Schedule is attached.
