This notice announces the Department of Veterans Affairs' intent to award a sole source contract for Posluma (flotufolastat (F18)) to PETNET Solutions for use at the Dallas, Texas VA facility. - The procurement is for Posluma, a radiopharmaceutical agent used for imaging, manufactured by Blue Earth Diagnostics Ltd. - PETNET Solutions is the exclusive U.S. distributor for Posluma (except in Utah). - The contract will be a firm-fixed price delivery order. - The procurement is not open to competition, but capability statements from other vendors will be considered if they can provide a comparable product. - The place of performance is Dallas, Texas, with the contracting office located in San Antonio, Texas. - The notice is a special notice of intent to award on a sole source basis, citing only one responsible source.

Description

Special Notice – Notice of Intent to Award a Sole Source Procurement

The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, intends to place a firm-fixed priced delivery order with PETNET Solutions for the procurement of the following item:  

0001: Posluma (flotufolastat (F18))                                                                                                                         

The proposed sole source procurement will be made by an open market pricing agreement with PETNET Solutions.             

PETNET Solutions provided a sole source letter stating that Blue Earth Diagnostics Ltd. has designated PETNET Solutions as their exclusive distributor in the United States, except in the State of Utah.              

This notice is not to be considered a request for quotations or proposals. No contract will be awarded based on offers received in response to this notice; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.  Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the government.  If no affirmative written response is received within 7 days from the publication of this notice, a contract or order will be issued to PETNET Solutions without any further notice.    

The anticipated statutory authority permitting other than full and open competition for the requirement is 41 U.S.C. 3304(a)(1), as implemented by RFO 6.103-1, only one responsible source and no other supplies or services will satisfy agency requirements.
