The Iowa Army National Guard's Midwest Counterdrug Training Center (MCTC) is seeking a contractor to provide technical instruction services for Basic Narcotics Investigations and Patrol Officers Response to Street Drugs courses. - Government Buyer: - U.S. Army, USPFO Purchasing & Contracting, Johnston, IA (W7M8 USPFO ACTIVITY IA ARNG) - National Guard, Midwest Counterdrug Training Center, Camp Dodge Joint Maneuver Training Center - OEMs and Vendors: - No specific OEMs or commercial vendors are named; this is a service-based requirement. - Products/Services Requested: - Technical instruction services for: - Basic Narcotics Investigations course (minimum 76 hours over 10 days per iteration) - Patrol Officers Response to Street Drugs course - Up to 3 iterations of the Basic Narcotics Investigations course in the base period - Up to 6 iterations per option period (four option periods) - Each course iteration serves up to 30 law enforcement officers - Course materials including: - Hard copy student manuals (with MCTC logo) - Unique PowerPoint slide presentations (with embedded videos and MCTC logo) - Pre- and post-tests for students - Practical exercise materials and equipment (e.g., simunition or similar weapons/ammo, PPE, radios) - Unique or Notable Requirements: - Instructors must have at least 15 years of law enforcement experience, including 10 years as civilian Narcotics Officers and 5 years teaching similar courses - Contractor provides all personnel, equipment, tools, materials, supervision, and quality control - Courses include hands-on practical exercises and must be tailored for law enforcement/counterdrug personnel - Training primarily at Camp Dodge (Johnston, IA), but may occur at other locations within the MCTC service area (covering 54 states and territories) - All course materials must be professionally developed and branded with the MCTC logo
