NASA Langley Research Center is preparing a major procurement for the Geostationary Littoral Imaging and Monitoring Radiometer (GLIMR) Access to Space (ATS) mission, seeking industry partners for end-to-end mission implementation and operations. - Government Buyer: - NASA Langley Research Center (Hampton, VA) - NASA Goddard Space Flight Center - NASA Earth System Science Pathfinder (ESSP) Program Office - Products and Services Requested: - End-to-end ATS mission services: planning, design, integration, testing, launch, and on-orbit operations for the GLIMR Observatory, Payload, Spacecraft, Ground Segment, and Launch Segment - Spacecraft and launch vehicle procurement, integration planning, ground system integration/testing, spectrum licensing, and programmatic support - GLIMR Payload Sensor Assembly (part number D4957031-500), including: - Gimbal assembly, telescope assembly, landmark imager, hyperspectral imager, focal plane electronics, heat exchange system - Payload Control Unit (PCU), Decoder Electronics Box (DEB), and dust cover - Key Services and Deliverables: - Technical reviews (ATSRR, ATSIR, ATSTRR, ATSORR, ATSPLAR, ATSDR) - Integration and test procedures, verification and validation plans, interface control documents, thermal and dynamics analysis - On-orbit operations (baseline and two 12-month option periods) - Compliance with ISO 9001 or AS9100 standards, cybersecurity, and property reporting - Unique or Notable Requirements: - Insertion of GLIMR Payload into geostationary orbit (86°W to 110°W longitude) - Mission duration: 90-day commissioning plus 1-year science operations, with options for two additional years - Stringent requirements for mechanical, electrical, thermal, and contamination control interfaces - Spacecraft pointing accuracy, telemetry, command handling, and anomaly reporting - Spectrum licensing and orbital slot authorization - No specific OEMs are named; the opportunity is open to qualified aerospace manufacturers and integrators capable of delivering the full mission lifecycle.

Description

This notice is a synopsis for Geostationary Littoral Imaging and Monitoring Radiometer (GLIMR) Access to Space (ATS) “GLIMR ATS.” The purpose of this notice is to provide potential Offerors information regarding the procurement strategy, identify key upcoming milestones, and allow for comments on the draft requirement document(s).  

THIS INFORMATION IS FOR PLANNING PURPOSES ONLY AND IS SUBJECT TO CHANGE.  

The Government intends to release a draft RFP. However, the Government encourages questions, comments and feedback to the documentation attached to this synopsis. As applicable, this notice will be updated based on continued industry engagement and feedback.
