PRE-SOLICITATION NOTICE
Wireless Services in Netherlands
This is a pre-solicitation notice in accordance with the Revolutionary FAR Overhaul (RFO) Part 5.101 and is not a request for proposals. This notice does not constitute a solicitation, request for proposal, or commitment by the Government. No contract will be awarded from this announcement, and all information is subject to modification and is in no way binding on the Government.
1. Description of the Requirement
The United States Government is seeking qualified sources to provide wireless services to end user units, located in the Netherlands. The Government intends to award a contract for these services through the established Blanket Purchase Agreement (BPA) holders on the European Theater Wireless BPAs and in accordance with RFO Part 12 procedures. It is anticipated award will be made no later than 24 July 2026 to the lowest price BPA bidder that is most advantageous to the Government.
2. Scope of Work
The selected vendor will be responsible for providing comprehensive wireless services for an estimate of 150 service lines, including but not limited to, voice, data, and messaging services.
3. Vendor Requirements
Interested parties must meet the following minimum requirements:
BPA Holder: Vendors must be established BPA holders on the European Theater Wireless BPAs. Transition of Active Phone Numbers: Service providers must be able to transition active phone numbers within 24 hours of a request. A detailed transition plan demonstrating this capability is required. Physical SIM Cards: The services must utilize physical SIM cards. Transition Plan: A comprehensive transition plan must be provided, which clearly demonstrates the vendor's ability to transition all lines of service prior to the Period of Performance (PoP) start date of 25 July 2026. Section 889 Compliance: Vendors must be in full compliance with Section 889 of the National Defense Authorization Act for Fiscal Year 2019, which prohibits the use of certain telecommunications and video surveillance services or equipment.
