Description

1. Purpose

The purpose of this pre-solicitation notice is to inform potential offerors that the 921st Contract Battalion intends to issue a solicitation for hotel venue and conference space requirement ISO Pacific Friendship 2026. This notice does not constitute a commitment by the Government, nor does it guarantee that a solicitation or contract will be issued.

2. Scope of Work

The Contractor shall provide non-personal service(s). The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide hotel and conference services as defined in this Performance Work Statement. The Contractor shall perform to the standards and acceptable quality levels identified in this PWS and associated contract documents.

Specific services for this hotel workspace and conference services include, but are not limited to, event/conference space, meeting rooms, operations rooms, dedicated restaurant space, common break areas, reception areas, food service support, expedited check-in procedures, audio-visual support, and hospitality services that support this event. Services provided should reflect favorably on the status and prestige of the hosts for this major international event which draws by high-ranking military officials and delegates from multiple nations.

These services will support the following locations: Dong Hoi, Quang Tri, Vietnam.

The contractor shall ensure all work is performed in accordance with applicable Federal, State, and local laws and regulations.

3. Contract Type and Period of Performance

The Government intends to award a Firm Fixed Price (FFP) Requirements contract. POP is 6/13/2026 to 7/05/2026.

4. PSC and NAICS Code

The applicable North American Industry Classification System (NAICS) code 531120 was considered and selected as conference space and the Product Service Code (PSC) is X1AB – Lease/Rental of Conference Space and Facilities.

5. Evaluation Criteria

The Government will perform an evaluation using a comparative evaluation of each quote. The Government will compare quotes to one another in order to select the quote that best benefits the Government. Comparative evaluation will be conducted in accordance with FAR 13.106-2(b)(3). 6. Registration Requirements

All prospective offerors must be registered in the System for Award Management (SAM) to be eligible for contract award. Offerors are responsible for ensuring their SAM registration is active. The official SAM website is https://www.sam.gov.
