The Department of Energy's Western Area Power Administration (WAPA), Desert Southwest Region, is seeking contractor support for generator installation and replacement services at multiple microwave communication sites in Arizona and Nevada. - Government Buyer: - Department of Energy (DOE), Western Area Power Administration, Desert Southwest Region - Contracting office: 615 S. 43rd Ave, Phoenix, AZ 85009 - OEMs and Vendors: - Cummins (primary OEM for 45kW propane standby generators and automatic transfer switches at three sites) - Caterpillar (OEM for 30kW propane standby generator and transfer switches at one site) - ASCO (manufacturer of automatic and manual transfer switches for the Caterpillar generator site) - Products and Services Requested: - Installation, startup, and testing of: - Cummins 45kW propane standby generators (3 units) - Cummins automatic transfer switches (3 units) - Manual transfer switches (3 units) - Caterpillar 30kW propane standby generator (1 unit) - Automatic transfer switch (1 unit, Caterpillar/ASCO) - Manual transfer switch with camlocks (1 unit, Caterpillar/ASCO) - Outdoor receptacles rated for 100kW rolling generators (4 units) - Demolition/removal of old equipment, installation of new conduit, wiring, propane lines, concrete pads, and related site work - Transportation of equipment between WAPA Phoenix office and remote sites - Warranty coverage for parts and workmanship - Certified mechanics and electricians required; compliance with safety, environmental, and security regulations - Site testing, startup, and client training - Locations (Places of Performance): - Christmas Tree Pass microwave site (near Palm Gardens, NV) - Newman Peak microwave site (near Picacho, AZ) - Tower Mountain microwave site (near Crown King, AZ) - Lolomai Point microwave site (near Kayenta, AZ) - Notable Requirements: - Compliance with NAICS codes 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance) and 238210 (Electrical Contractors and Other Wiring Installation Contractors) - Vendors must be registered in SAM - All work must be witnessed and documented by WAPA personnel

This is a REQUEST FOR INFORMATION/SOURCES SOUGHT ANNOUNCEMENT ONLY in support of the Western Area Power Administration (WAPA) Desert Southwest (DSW) Region. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this sources sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified vendors interested and capable of/to meet the requirements in accordance with the following

Install and perform generator (GFE) (manufacturer- Cummin) and transfer switch start-up and testing at multiple DSW locations:

Attachment 1- Christmas Tree Pass microwave site located near the community of Palm Gardens, Nevada.

Attachment 2- Newman Peak microwave site located near Picacho, Arizona.

Attachment 3-Tower Mountain microwave site located near Crown King

2. Power system generator replacement- purchase of a replacement and installation services

Attachment 4- Lolamai Point microwave site located near the community of Kayenta, Arizona

Interested Vendors, please advise of 1) business size, and 2)point of contact information. To be considered as a small business for this scope is the size standard for NAICS Code 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance $12.5M. or 238210 Electrical Contractors and other Wiring Contractors $19.0M

The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this Sources Sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach.

Information is to be submitted by electronic delivery to reyeswiltz@wapa.gov with the subject line “SOURCES SOUGHT” and shall be received no later than 5:00pm eastern standard (ET) on Tuesday, April 21, 2026. After review of the responses to this announcement, the Government may proceed with the acquisition, and a subsequent solicitation may be published.
