INTRODUCTION: 

The Department of Veterans Affairs (VA), Network Contracting Office 7 (NCO 7) anticipates soliciting bids and subsequently awarding a single, Firm-Fixed-Price contract using DESIGN-BID-BUILD selection procedures for Project 557-25-104 Install Reverse Osmosis Deionized Water System in 9B at the Carl Vinson VAMC in Dublin, GA.  

PROJECT DESCRIPTION: 

This project will involve installation of a reverse installation of a new reverse osmosis deionized water system in building 9B. Building 9B houses the SPD and installation of this system is being pursued to reduce water contaminants that come into contact with reusable medical equipment during sterilization. This project will also include installation of an additional water softener and carbon filtration system for the domestic water entering the scope processing area on 13A. The scope processing area is also a part of the SPD, so it must meet water quality standards as well. The project will require scheduling to minimize interruptions and facility impacts.

ADMINISTRATIVE: 

The solicitation will be issued as an Invitation for Bid (IFB) conducted in accordance with FAR Part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 238220 with a size standard of $19.0 million. The solicitation will be issued in April of 2026. The period of performance is approximately 180 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers.
