The Federal Bureau of Prisons is seeking to procure eleven (11) commercial grade, fully condensing tankless water heaters for the Federal Correctional Institution (FCI) Sheridan in Oregon. - Government Buyer: - Federal Bureau of Prisons (Department of Justice) - FCI Sheridan, Facilities and Financial Management Offices - Procurement managed by WXRO office in Stockton, CA - OEMs and Vendors: - Intellihot (iQ251 Gen II model specified or equal) - No other OEMs or vendors named; open to equivalent products - Products/Services Requested: - Eleven (11) commercial grade, fully condensing, wall-hung tankless water heaters - Model: Intellihot iQ251 Gen II or equal - Part Number: iQ251 Gen II - 96% thermal efficiency, 251,000 BTU/hr input, 316L stainless steel heat exchanger - Natural gas fuel (field convertible to LP) - ANSI Z21.10.3 / CSA 4.3 certified, ASME HLW compliant, low NOx compliant - Includes all ancillary parts and equipment - All units must be delivered fully assembled and factory-sealed - Unique or Notable Requirements: - Wireless connectivity must be disabled for offline operation; only hardwired BMS integration allowed - Compliance with Oregon codes and federal energy mandates - 10-year heat exchanger warranty and 2-year parts warranty upon certified startup - Delivery must include all manuals and documentation; vendor responsible for loading/unloading - Installation and removal will be performed by FBOP personnel - Set aside for small businesses, with preference for economically disadvantaged women-owned small businesses - Place of Performance/Delivery: - FCI Sheridan, 27072 SW Ballston Rd, Sheridan, OR 97378 - Contracting office: WXRO, 7338 Shoreline Drive, Stockton, CA 95219

Description

(i)  This is a Solicitation for commercial items prepared in accordance with the format in

Federal Acquisition Regulation (FAR) subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(ii)  The solicitation number is 15B61226Q00000006. This solicitation is issued as a Request for Quote (RFQ).  Please read it in its entirety.

(iii)  The solicitation document and incorporated provisions and clauses are those in effect through

Federal Acquisition Circular FAC 2026-01.

(iv)  This solicitation is being issued as total small business set-aside. The NAICS for this requirement is 333310 with a size standard of 1,000 employees.

(v)  The following items are required:

Purchase of Eleven (11) Commerical Grade, Fully Condensing Tankless Water Heaters for Federal Correctional Institution, Sheridan, OR, as detailed in the solicitation.
