The National Park Service (NPS), part of the Department of the Interior, is seeking qualified firms to plug and reclaim three former oil and gas wells at the Barataria Preserve of Jean Lafitte National Historical Park and Preserve in Louisiana. - Government Buyer: - National Park Service (NPS), Department of the Interior - Sub-agency: Jean Lafitte National Historical Park and Preserve - Project Scope: - Plugging, replugging, and abandoning three specific wells: - 7600 RA SUC; Fleming Plant Well #C-7 (Part #17051002120000) - Marrero Land Well #001 (Part #17051001340000) - Anne C Herrick et al Well #001 (Part #17051010220000) - Removal and reclamation of flowlines, surface equipment, and debris within 200 feet of each well - Cleanup of approximately 6,400 linear feet of pipelines and flowlines in canals, spoil banks, and marsh areas - Methane monitoring, cutting and capping casing 10 feet below mudline, and site restoration - Compliance with Louisiana and federal regulations for well abandonment and site restoration - Products/Services Requested: - Oilfield services for well plugging, abandonment, and site reclamation - All labor, equipment, materials, tools, and transportation required for the above tasks - Unique/Notable Requirements: - Strict compliance with state and federal environmental and safety regulations - Methane monitoring and reporting - Removal of all debris and flowlines within specified distances - Filing of permits and regulatory reports - No specific OEMs or commercial vendors are named in the solicitation - Project is funded through FY25 Bipartisan Infrastructure Law - Energy Community Revitalization Program (BIL-ECRP) - Estimated contract value is between $1 million and $5 million - Place of performance is the Barataria Preserve of Jean Lafitte National Historical Park and Preserve, Louisiana

Description

IAW FAR 5.203(a), the National Park Service hereby posts this synopsis to be active for a period of 15 days. This is a Pre-Solicitation Synopsis. THIS IS NOT A SOLICITATION; therefore, no response to this Notice is required. The National Park Service intends to issue an Invitation for Bid (IFB) for Well Plugging at Jean Lafitte National Historical Park (JELA), Jefferson Parish, Louisiana.Work consists of reclaiming three oil and gas well sites, including plugging and abandonment of the wells at JELA.SOLICITATION NUMBER: When publicized, the solicitation number will be 140PS126B0006.PROJECT MAGNITUDE: Between $1,000,000.00 and $5,000.000.00.TYPE OF CONTRACT: This will be a firm-fixed price Construction contract. The acquisition method will most likely be FAR 14 Sealed Bidding. Construction Wage Rate Requirements for Jefferson Parish, LA will apply.The North American Industry Classification System (NAICS) CODE Classification and SET ASIDE: The NAICS is 213112The project is set-aside for 100% Total Small Business.SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend in order to inspect the site and ensure they fully understand the requirement and conditions.PUBLICIZING: The official solicitation and its attachments will most likely be issued and available in May 2026.REGISTRATIONS: In order to be awarded a contract, an offeror must have a UEI number.
