Description
The Library of Congress (Library) is posting the attached Justification for Other Than Full and Open Competition (J&A) as a pre-solicitation notice prior to requesting a quote or otherwise entering into negotiations, in accordance with LC06.305 Availability of the Justification. Note: the award date provided in this notice is the anticipated award date for this action.
Action requirements are summarized below:
The Library of Congress’s BIBFRAME Linked Data System (BFLDS) currently works in tandem with FOLIO. FOLIO is a collaboration of libraries, developers, and vendors who are building an open source library services platform, with additional information found at www.folio.org.
The contractor shall develop baseline middleware that establishes a common way to harvest data from FOLIO, transform data to another format, push data to a different application, harvest data from a non-FOLIO application, and push data to FOLIO. The scope for this phase focuses on realizing the data exchange loop described in the previous sentence for cataloger triggered events (such as after updating a description) and not bulk data remediation or transfer. Focus shall be on successful data exchange and traceability, not speed or throughput.
