Description

1. The Nevada Army National Guard USPFO Purchasing and Contracting Division on behalf of the 92nd CERFP is requesting services in support of the 92nd CERFP FY26 EXEVAL. 

     a. Please read the "92nd CERFP FY 26 EXEVAL PWS" thoroughly for a complete understanding of CERFP’s requirements.

     b. Services and equipment required include but are not limited to :

          Lumber and Materials Kit for Shoring Operations

          Construction Expendables

          10 5’x5’x6” concrete slabs

          Materials including cut away clothing, safety shoes, safety glasses, and clothing carry bags for role player support

          Life support services to include meals and water for role players

          Two (4) Glo-Germ kits

          One x All-terrain forklift 10,000 lbs. capacity or All-terrain SKYTRAK forklift 10,000 lbs. capacity

          28 Chemical Latrines with three services

          10 Hand Washing Stations with three services

          Two 20-yd construction dumpsters

          One qualified and licensed forklift operator, expert

          One onsite manager

          75 Role Players

          20 Manikins

          Transportation for Role Players

          Two ambulances

          Four trained Emergency Medical Technicians

2. Interested vendors must submit a signed SF-18 with their offer.

3. The Government will award a contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotation:      a. Timeliness - the quotation must be received on or before the closing date and time; otherwise, the quotation may not be considered.      b. Price      c. Technical - meaning that the government will have reasonable assurance that the proposed facility is fully capable of meeting the requirements of the Performance Work Statement.      d. Compliance with the solicitation and PWS requirements - if the quotation does not comply with requirements, the quotation may not be evaluated further and may be considered nonresponsive.      e. Past performance is not required, but the government reserves the right to check past performance records and other government agencies if deemed necessary.

4. Award will be made without holding discussions; however, the Government reserves the right to hold discussions if required.

5. Award will be made to the lowest priced offeror quotation that meets the instructions to offerors with a fair and reasonable price.

6. Interested offeror quotations shall be valid for at least 15 days after the solicitation close date.

7. A written notice of award or acceptance of a quotation, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the quotation, shall result in a binding contract without further action by either party. Before the quotation's specified expiration time, the Government may accept a quotation (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
