Description
The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), Marine Operations Center, Acquisition Branch, intends to negotiate and award a firm-fixed-price contract on a sole source basis under the authority of FAR 13.106-1(b)(1) with Logistec Stevedoring U.S.A. Inc., 2001 E. McComas Street, Baltimore, MD 21230-5038. The requirement is for stevedoring services in support of the NOAA Ship Thomas Jefferson at the Port of Cleveland, Ohio.
The Government has determined that Logistec Stevedoring U.S.A. Inc. is the only authorized stevedore service provider at the Port of Cleveland and is the only source capable of providing the required services without obtaining additional authorization from the Port.
This notice is not a solicitation for competitive quotes. However, any interested party that believes it is capable of meeting this requirement and is authorized by the Port of Cleveland may submit a capability statement for consideration. Capability statements must clearly demonstrate the ability to perform the required stevedoring services at the Port of Cleveland, Ohio, and must include documentation of authorization, such as a letter of authorization or agreement from the Port of Cleveland.
All capability statements must be received no later than April 14, 2026, at 2:00 PM Eastern Time. Submissions shall be sent via email to alexander.cancela@noaa.gov. Responses will be evaluated solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement is at the sole discretion of the Government.
Submitted capability statements shall include sufficient detail to demonstrate the ability to meet the requirement, including relevant experience, a price list (if available), and supporting documentation.
