Description
EXPRESSIONS OF INTEREST: Must be submitted in writing and should include a minimum of information that follows. The proof of property ownership or authority to enter into a contract to convey exclusive rights of subject property, such as a warranty deed or a property management contract with the owner which includes the owner’s warranty deed. Provide a recent survey, if available. Include information addressing the criteria as listed.
CRITERIA: Properties will be ranked based on the following:
Geographic location: Within the attached delineated area, preference will be given to sites closer to the current location. Provide a map indicating location. Ownership or Term: Properties available for a minimum of a two (2) year lease are preferred. For properties available for lease, willingness to enter into a longer term is preferred. Site access: Preference will be given to properties with established, well-maintained roadway access. Parties indicating a willingness to make improvements and provide such access if not currently available will give similar preference. Environmental impact/restrictions: The Coast Guard will not assume any liability for properties with environmental issues, however, each will be evaluated on a case by case basis. Specific Requirements: Property must accommodate the following specifications and/or provide viable alternate solutions:
Location should be preferably within delineated area; attached delineated map shows the radius from current location. The term of the lease would be for two years commencing on or about August 1, 2026, through July 31, 2027. There may be an optional year added to the lease with the consent of the Lessor.
Utilities: Preference will be given to properties with close proximity to existing public utilities, including water, sewer, electrical power, natural gas, telephone, cable television, and high-speed internet connectivity.
BACKGROUND
A Direct Lease is a form of acquisition that allows the United States Coast Guard (USCG) to enter into a Lease Agreement in support of its mission needs in/around Louisville, KY. The USCG will utilize this property for its Sector Ohio Valley personnel who are stationed in the local area. The USCG expects to enter a lease agreement prior to the start of any needed renovations.
PROJECT SCOPE/DELIVERABLES
USCG is principally seeking:
Minimum 22,068 USF, desk space for 90 personnel. 21 enclosed offices, with remaining staff in open office/cubicle areas[JD1] . Option to expand an additional 5,500 sq ft for a secure command center. Secure parking 7 Government vehicles. Space required to support daily operations including berthing, locker rooms, armory, laundry facilities, and conference/training room space, and shower facilities 300 USF [JD2] [JD3] for Medical Officer and assigned Health Service Technicians. Approximately 1,800 USF [JD4] [KW5] of secure space for a command [JD6] center and four collaboration spaces (e.g., small conference/medium and large conference rooms).. Administrative storage space to store paperwork/correspondence with file cabinets. Parking for at least 11 Government vehicles.
Properties should be located within the Louisville metropolitan area [JD7] [JD8] and areas around the Louisville airport (note attached map). Eligible properties must adhere to all local, state, and federal codes/standards. This will be a direct Government lease with terms to be determined. The lease would be at full market rate along with each extension.
PROPERTY IDENTIFICATION CRITERIA
Once the USCG has reviewed all proposals, a scheduled in-person visits to prospective properties will be arranged.
Additional Criteria Include:
The proposal should include price per square foot, and possible renovation costs[JD9] [JD10] . Coast Guard award may be made without discussions.
All Leases will be entered under the US Coast Guard’s Authority 14 USC 501 (e)
