The City of Los Banos is seeking qualified organizations to partner on a Homekey permanent supportive housing project for extremely low-income and homeless populations. - Government Buyer: - City of Los Banos, Housing Program Manager - Project Scope: - Acquisition, rehabilitation or construction, management, maintenance, and provision of supportive services for a permanent supportive housing property - Target population: literally and chronically homeless, extremely low-income individuals as defined by HUD - Estimated project size: 50-100 units - Applicants may serve as developer, property manager, and service provider, either directly or through subcontracting - Compliance and Regulatory Requirements: - Must comply with ADA and California Building Code accessibility standards - Prevailing wage requirements apply - Property must remain affordable housing for at least 55 years under a regulatory agreement - Alignment with Housing First principles and robust resident services required - Funding and Partnership: - Project funded through California Department of Housing and Community Development's Homekey program - City may provide matching funds; applicants expected to maximize state Homekey funding - Selected applicant(s) will jointly apply with the City for Homekey funding - Experience Requirements: - Demonstrated experience in feasibility analysis, property management, and supportive services - Ability to coordinate with service agencies and engage the community - No specific OEMs or commercial vendors are named in the solicitation - No specific site identified yet; potential sites include city-owned land and existing motels

The City of Los Banos is seeking qualified non-profit or for-profit candidates to cooperate on a Homekey project aimed at developing permanent supportive housing for the homeless population. Multiple awards may be granted to meet the solicitation requirements. Applicants must submit proposals by April 19, 2023, detailing their experience in property development, management, and supportive services aligned with Housing First principles.
